REGULAR COUNCIL MEETING MINUTES

JANUARY 22, 2001

Minutes of a Regular Meeting of Council held on Monday, January 22, 2001 at 7:00 p.m. in Council Chambers City Hall.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Stu McFadyen, Jody Hauta, Gord Bulmer, Jerry Cheshuk, Jim Ennis, Lonnie Kaal, Horatio Gnyp, Terri Eger, Scott Mack and S/Sgt. Martin. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair, called the meeting to order at 7:00 p.m.

Mayor Phil De Vos introduced the new Deputy Fire Chief Dean Clark to all those present.

Principal Urban Planner – Proposed Commercial Subdivision

A memorandum dated January 18, 2001 from the Principal Urban Planner along with an application for a proposed commercial subdivision were circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Mayor and City Clerk to issue a Certificate of Approval to the applicant to subdivide Block 62, Plan 68Y04659 (West Broadway Mall, Kahkewistahaw First Nations) as the proposed subdivision meets all of the requirements of the City of Yorkton Zoning bylaw 9/96, Section 8.3 C3 – General Commercial District, 8.6 General Provisions.

City Clerk – Annual appointment Pest Control Officer

A memorandum dated January 18, 2001 from the City Clerk/
Director of Personnel regarding the Pest Control Officer Annual Appointment was circulated for the consideration of Council.

Director of Leisure Services – 2001 Capital Repairs – Aquatic Centre

A memorandum dated January 17, 2001 from the Director of Leisure Services regarding necessary repairs to the Aquatic Centre was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Leisure Services to proceed with the repairs to the Aquatic Centre as outlined in the memorandum dated January 17, 2001, at an approximate cost of $9,268.88, and the cost for the project be taken from the 2001 capital budget.

Fire Chief – Red Cross Partnership – Emergency Social Services

A memorandum dated January 18, 2001 from the Fire Chief along with a proposal to form emergency social services in time of disaster were presented for the consideration of Council.

That the Council of the City of Yorkton refer the proposal to form partnerships between the City of Yorkton and the Canadian Red Cross Society for the provision of Emergency Social Services in time of disaster to the Protective Services Commission for their review and recommendation.

A memorandum dated January 18, 2001 from the City Manager along with an application for Canada/Saskatchewan Infrastructure were circulated for the consideration of Council.

That we accept Recommendation No. C00006-2001 as contained in the Committee of the Whole Council Meeting Minutes of January 22, 2001 that the City of Yorkton agree to write letters of support for the Yorkton Regional High School Board and the Yorkton Catholic School Division No. 86 to accompany their applications for funding from the Associated Entities Fund.

That we accept Recommendation No. C00007 – 2001 as contained in the Committee of the Whole Council Meeting Minutes of January 22, 2001 that any land sold for educational purposes in the area west of Gladstone Avenue North be established at $80,000 per serviced acre, and that this price will apply for all land inclusive of recreational space as the City will not be designating any land for green space purposes.
