MARCH 12, 2001

Minutes of a Regular Meeting of Council held on Monday, March 12, 2001 at 7:00 p.m. in Council Chambers City Hall.

Present: Mayor Phil De Vos, Councillors, Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Lonnie Kaal, Jerry Cheshuk, Jim Ennis, Terri Eger, Scott Mack, Stu McFadyen, Jody Hauta, and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

De Vos as the City's voting delegate at the 2001 Annual SAMA Meeting to be held on Friday, April 6th, 2001 in Regina.

Principal Urban Planner – Proposed Subdivision

Driving Range, Mini Golf, Future Residence

A memorandum dated March 8, 2001 from the Principal Urban Planner along with pertinent background information regarding a proposed subdivision were circulated for the consideration of Council.

That the Council of the City of Yorkton approve the proposed subdivision application of Mr. Gordon Miller, for the SE Ό Section 26-25-4-W2nd (driving range, mini golf, residence) as presented in the Saskatchewan Municipal Affairs, Culture and Housing letter of February 7, 2001, as it complies with the Yorkton Planning District Development Bylaw No. 13/94 and the Yorkton Planning District Zoning Bylaw No. Z2-94.

City Treasurer – Transfer of Surplus to Reserves

A memorandum dated March 9, 2001 from the City Treasurer regarding Year-end Transfers to Reserves was circulated for the consideration of Council.

That the 2001 operating surplus totalling $727,000 be allocated as follows:

-$630,000 be allocated to the Century Field Capital project (short fall of $880,000 assuming a $111,000 contribution from Summer Games Committee);

  • $95,000 be designated to an unspecified reserve;
  • and that a $250,000 internal loan be established to complete the financing for the Century Field Capital project pending a financial report from the Summer Games Committee. The debt to be financed at zero percent and paid by December 31, 2001 in the hopes of obtaining additional Provincial funding and/or allocations from other sources.

That we accept Recommendation No. C00020-2001 as contained in the Committee of the Whole Council Meeting Minutes of March 12, 2001 that Council authorize Administration to negotiate a settlement with the Yorkton Terriers for payment of their outstanding debt.

City Treasurer – 2001 Budget Items/Cemetery Capital

That we accept Recommendation No. C00021-2001 as contained in the Committee of the Whole Council Meeting Minutes of March 12, 2001 that the cemetery perpetual care fund stay in place for ongoing maintenance and care of the cemetery and that the principal not be used for any other purpose.

Aquifer Resources – Beckie Hydrogeologists

That we accept Recommendation No. C00024-2001 as contained in the Committee of the Whole Council Meeting Minutes of March 12, 2001 that Council give permission to Beckie Hydrogeologists (1990) Ltd. to release the Groundwater Resources 2000 Field Program report to Sask Water subject to the terms as identified.
