SPECIAL MEETING OF COUNCIL

MAY 22, 2001

Minutes of a Special Meeting of Council held on Tuesday, May 22, 2001 at 5:00 p.m. in Council Chambers City Hall.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Scott Mack and Terri Eger. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Special Council Agenda be approved as presented.

TAX POLICY REVIEW

That Recommendation No. C00047-2001 be lifted from the table.

Arnelien – Goulden

That the City of Yorkton phase-in the difference between the 2000 and 2001 tax dollars by 1/3, 1/3, and 1/3 excluding new improvements to all commercial increases and decreases, so as to be revenue neutral for the 2001 taxation year.

The Director of Finance provided information based on Council’s direction regarding the 1/3, 1/3 and 1/3 phase-in for commercial properties. The City Manager advised that the City would need $500,000 for the phase in. Roughly one mill in the commercial sector raises $166,600 and 3 mills would be needed to achieve a revenue neutral situation in the commercial sector.

A discussion was held on the possibility of using the accumulated surplus to offset the tax shift and the impact this would have on the City’s financial situation.

Councillor Wegner requested that Council deal with the Motion R00225-2001 as three distinct matters; Firstly, is Council prepared to look at a phase-in; if that is carried, then Council would consider the option of 1/3, 1/3 and 1/3 or other percentages options and thirdly, how would it be funded.

That the City of Yorkton phase-in the difference between the 2000 and 2001 tax dollars and amend Resolution No. R00225-2001 by deleting all words following 2000 and 2001 tax dollars so that Council can consider further motions in regard to this particular topic.

Councillors Wegner and Goulden opposed.

Carried.***

Voting on Resolution No. R00225-2001 as amended.

A lengthy discussion took place on the 1/3, 1/3, and 1/3 option, a zero phase in with a uniform mill rate and the changes in the SAMA assessment and depreciation tables.

That we phase in the increases over a four-year period an increase of 10% this year and 30% in each of the next three years.

The Motion was lost for lack of a seconder.

That we go with the original intent of 1/3, 1/3 and 1/3 phase-in.

That Motion No. R0029-2001 be amended by adding the words "excluding new improvements to all commercial increases and decreases".

That we phase-in the increase by 75% of the taxable amount for 2001 and increase 100% in the second year, excluding new improvements.

Mayor De Vos, Councillors Arnelien, Fromm, DeRyk, Goulden and Wyatt opposed.

That the City pay 50% of the current years commercial increase out of accumulated surplus.

The motion was withdrawn with the consent of the seconder and the majority of Council.

That the City of Yorkton opt for a 50/50 phase in.

Councillor Wegner opposed.

Further discussion was held on this matter.

That the City pay the entire portion of the 2001 commercial tax shortfall out of the accumulated surplus fund.

Mayor De Vos, Councillors Arnelien, Fromm, Goulden and Wyatt opposed.

Motion defeated.***

Arnelien – Goulden

That we utilize one mill from the accumulated surplus and raise two mills from the commercial sector.

The motion was withdrawn with the consent of the seconder and the majority of Council.

Fromm – Arnelien

That the City of Yorkton fund a 50/50 phase in by levying 1.5 mills on the commercial sector and utilize funds from the accumulated surplus to fund the commercial shortfall of approximately 1.5 mills.

Councillors DeRyk and Wegner opposed.
