JUNE 11, 2001

Minutes of a Regular Meeting of Council held on Monday, June 11, 2001 at 7:00 p.m. in Council Chambers City Hall.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Wegner and Wyatt.

Absent: Councillor Randy Goulden.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Terri Eger, Jody Hauta and Stu McFadyen. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

Provincial Grants to Upgrade Anne Portnuff Theatre

A letter dated June 4, 2001 from the Chief Financial Officer of the Yorkton Regional High School Board was circulated for the consideration of Council.

Mr. Eugene Maystrowich and Mr. Ray Valestuk were present in Council Chambers to speak to their request.

That the Council of the City of Yorkton support a joint submission with the Yorkton Regional High School Board to the Associated Entities Fund for renovations and upgrades to the Anne Portnuff Theatre, on the same basis as the City provided for the Yorkton Roman Catholic Separate School Division.

Bylaw No. 18/2001 – Public Hearing – Amend Zoning Bylaw

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 18/2001, to amend Zoning Bylaw No. 9/96, Fence Height requirements.

  • Subdivision Approvals Process

A memorandum dated June 6, 2001 from the Manager of Community Planning regarding the subdivision approval process, along with pertinent background information were circulated for the consideration of Council.

That a Bylaw be drafted, authorizing the Manager of Community Planning, at his discretion, to carry out the duties conferred on the Council as an Approving Authority, where the proposed subdivision is creating two lots for the purpose of semi-detached dwellings.

  • Rezoning Life Lease Project

A memorandum dated June 6, 2001 from the Manager of Community Planning regarding the lifelease project was circulated for the consideration of Council.

That the Municipal Planning Commission recommends to City Council that Lot 2, Block 71, Plan 75Y08448 be rezoned from Re – Multiple-Unit Dwellings to R4 – High Rise Apartments.

With the consent of the majority of Council and the seconder, the mover withdrew Motion No. R00284-2001.

It was the consensus of Council that Administration go back to Saskatchewan Housing Corporation and determine whether it will be feasible to go back to a 3-story building and review the proposed subdivision to run east/west instead of north/south.

  • Rezoning – Riverside Subdivision

A memorandum dated June 6, 2001 from the Manager of Community Planning along with a map of the Riverside Subdivision were circulated for the consideration of Council.

That Lots 17-25, Block 1, Lots 1 – 9, Block 6, and Lots 1 – 14, Block 2, Plan 00Y10405 be rezoned from R1 – Single Detached Dwellings to R2 – two unit dwellings; that Lots 1 – 16, Block 1, Plan 00Y10405 be rezoned from R1 – Single Detached Dwellings to R3 – Multiple Unit Dwellings; and that Lots MR1, MR2, MR3, and MR4, Plan 00Y10405, be rezoned from R1 – Single Detached dwellings to PR – Parks and Recreation District.
