JULY 16, 2001

Minutes of a Regular Meeting of Council held on Monday, July 16, 2001 at 7:00 p.m. in Council Chambers City Hall.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden and Wegner.

Absent: Councillor Wyatt.

Staff Members Present: Wayne Jensen, Jim Ennis, Jody Hauta, Bill Hawkins, and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

Director of Finance – Godfrey Dean Donation Account

A memorandum dated July 3, 2001 from the Director of Finance was circulated for the consideration of Council.

That the City establish a separate Godfrey Dean Cultural Centre reserve account for capital improvements in the amount of $83,551.14, and that it accrue compound interest on an annual basis on December 31st of each year at the rate in effect for GIC's, and that the existing Godfrey Dean bank account be closed.

Manager of Community Planning – Proposed Residential Subdivision

A memorandum dated July 6, 2001 from the Manager of Community Planning along with pertinent background information were circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Mayor and City Clerk to issue a Certificate of Approval to the applicant to subdivide Lots 89 – 91, Block 86, Plan No. 87Y08562 as the proposed subdivision meets all of the requirements of the City of Yorkton Zoning Bylaw 9/96, Section 7.1 R1 – Single Detached Dwellings, 7.7 General Provisions.

City Manager – Review of City’s Purchasing Policy

A memorandum dated July 9, 2001 from the City Manager regarding the review of City’s Purchasing Policy was circulated for the consideration of Council.

That Councillors DeRyk, Wyatt and Wegner be appointed to a committee to review the City of Yorkton’s Purchasing Policy, and the Members of City Administration would include the Director of Public Works and Engineering, the Director of Leisure Services, the Director of Finance and the City Manager.

It was suggested that this Committee meet toward the end of September, beginning of October and also that Council be provided with a copy of the present Purchasing Policy in their next Council package for their information.

That we accept Recommendation No. C00068-2001 as contained in the Committee of the Whole Council Meeting Minutes of July 16, 2001 that we authorize Administration to proceed to negotiate a draft contract with the Village of Theodore on a trial basis for the use of the City of Yorkton Landfill, and bring it back to Council for their consideration.

Protective Services – Bylaw Enforcement

Kindrachuk/Agrey Assessment Report

That we accept Recommendation No. C00071-2001 as contained in the Committee of the Whole Council Meeting Minutes of July 16, 2001 that Administration be authorized to engage Kindrachuk Agrey Architecture for purposes of determining budget costs for the following:

    • Renovation of existing structure for purposes of addressing deficiencies;
    • Renovation of and addition to for purposes of addressing deficiencies, current and future program requirements; and
    • Construction of a new replacement facility to address current and future program requirements.

Deer Park Pro/Manager Contract
