AUGUST 13, 2001

 

Minutes of a Regular Council Meeting held on Monday, August 13, 2001 at 7:00 p.m. in Council Chambers City Hall.

Present: Mayor Phil De Vos, Councillors, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Absent: Councillor Arnelien.

Staff Members Present: Laurie-Anne Rusnak, Stu McFadyen, Scott Mack, Bill Hawkins, Jody Hauta, Lonnie Kaal and Gordon Bulmer. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

HEARING OF PETITIONS

Parkland Regional College – Proclamation

A letter dated July 12, 2001 from the Parkland Regional College was circulated for the consideration of Council.

Ms. Brenda Sherring, Literacy Coordinator was present in Council Chambers and gave a brief presentation.

That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim the month of September as "Literacy Month" and September 8th as "International Literacy Day", in the City of Yorkton with a flag raising on September 7th, 2001 at City Hall Park at 10:00 a.m.

Downtown Business Association

City Beautification

A letter dated August 9, 2001 from the Downtown Business Association was circulated for the consideration of Council.

Mr. Barry Sharpe, Chairman of the City Beautification Committee was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Administration to prepare a Letter of Understanding with the Downtown Business Association regarding a joint beautification project to light CPR Park on Broadway Street with the City of Yorkton to provide a grant for utility costs.

James Jeffery Stenhouse

Untidy and Unsightly Premises and Junked Vehicles

A notification of an order under Section 132 of The Urban Municipalities Act to clean up the premises and have junked vehicles removed at 96 Victoria Avenue was circulated to Council for their consideration. Mr. Stenhouse was not in attendance to speak to the orders.

That the Council of the City of Yorkton authorize Administration to proceed to clean up the untidy and unsightly premises and the junked vehicles at 96 Victoria Avenue and apply the costs to the property taxes.

Bylaw No. 24/2001 – Amend Zoning Bylaw No. 9/96 – Riverside Subdivision

There were no persons present to speak for or against Bylaw No. 24/2991, amending Zoning Bylaw 9/96 regarding rezoning of lots in the Riverside Subdivision.

Bylaw No. 25/2001 – Amend Zoning Bylaw No. 9/96 – Lifelease Project (R3 to R4)

There were no persons present to speak for or against Bylaw No. 25/2001, amending Zoning Bylaw 9/96 regarding the Lifelease Project (R3 to R4).

Discretionary Use Application – Personal Care Home – 11 Marquis Crescent

There were no persons present to speak for or against the discretionary use application for a personal care home at 11 Marquis Crescent.

A memorandum dated August 8, 2001 from the Manager of Community Planning, a letter from Municipal Affairs and Housing and a residential subdivision application were circulated for the consideration of Council.

That the Council of the City of Yorkton reply to Saskatchewan Municipal Affairs and Housing indicating that the City has no objections to the approval of the proposed subdivision application for the SE Ό Section 17-26-4-W2M as presented in the Saskatchewan Municipal Affairs and Housing letter of July 6, 2001, as it complies with the Yorkton Planning District Development Plan Bylaw No. 13/94 and the Yorkton Planning District Zoning Bylaw No. Z2-94.

That the Council of the City of Yorkton approve the Discretionary Use application pursuant to the City of Yorkton Zoning Bylaw 9/96, Section 7.1, single Detached Dwellings, Part C – Discretionary Uses: Personal Care Homes, for 11 Marquis Cresc. S., provided that all regulations and licensing requirements are approved by the Province, and subject to obtaining a City of Yorkton Business License.

That the Council of the City of Yorkton refer the Discretionary Use Application for a Personal Care Home on Lots 5 & 6, Block 12, Plan 82Y04242 to the Municipal Planning Commission for their September 5, 2001 meeting, and authorize the Manager of Community Planning to proceed with the necessary public notice.

Tax Clerk – Tax Enforcement Proceedings

A memorandum dated August 3, 2001 from the Tax Clerk was circulated for the consideration of Council.

That authorization be granted under Section 22 of The Tax Enforcement Act to proceed with an application for "Sixth Month Notice" for title for the 20 properties outlined in the memorandum of August 3, 2001, but that Administration be authorized not to commence proceedings on any properties where a reasonable effort is being made to pay arrears of taxes.

Director of Leisure Services – Deer Park Update

That we accept Recommendation No. C00077-2001 as contained in the Committee of the Whole Council Meeting Minutes of August 13, 2001 to authorize the Director of Leisure Services to price out the two least costly options for obtaining water for watering the golf course being; Rousay Lake, Jaycee Beach or the cost of drilling the present well deeper at the golf course, all under the permission of Sask Water Corporation, and bring back a report to Council at a later date.

That we accept Recommendation No. C00079-2001 as contained in the Committee of the Whole Council Meeting Minutes of August 13, 2001 that the Mayor appoint an ad hoc committee to look at an early retirement program and bring back to Council within 60 days (Councillors Fromm, Goulden and Arnelien).

That we accept Recommendation No. C00080-2001 as contained in the Committee of the Whole Council Meeting Minutes of August 13, 2001 that City Hall be closed on December 24th, 2001.

Property Matter – Transfer of Title

That we accept Recommendation No. C00081-2001 as contained in the Committee of the Whole Council Meeting Minutes of August 13, 2001 that the City of Yorkton exempt the transfer of title on the sale of 20 Parklane Drive (Lot 5, Block 63, Plan 95Y08196) from the restrictions of Policy 10.180 regarding same on the condition that construction commence and be substantially complete within six months.
