REGULAR COUNCIL MEETING MINUTES

SEPTEMBER 24, 2001

Minutes of a Regular Meeting of Council held on Monday, September 24, 2001 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Wegner and Wyatt.

Absent: Councillor Brian Fromm.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Scott Mack, Jim Ennis, Terri Eger, and S/Sgt. Martin. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m. and requested that there be a moment of silence for all the American victims in light of their recent terrorist attacks in New York and Washington.

CITY CLERK – EARLY RETIREMENT PROGRAM/POLICY

That we accept Recommendation No. C00093-2001 as contained in the Committee of the Whole Council Meeting Minutes of September 24, 2001 that the City of Yorkton continue with the current practice of a case by case evaluation for an Early Retirement Program rather than establishing a formal policy and that the Personnel Committee report back to Council subsequent to completion of a Human Resources review.

CITY MANAGER – YORKTON TERRIERS

That we accept Recommendation No. C00095-2001 as contained in the Committee of the Whole Council Meeting Minutes of September 24, 2001 that Council authorize the Mayor and City Clerk to execute the agreement between the City of Yorkton and Yorkton Terrier Junior Hockey Booster Club Inc. outlining the terms and conditions of a settlement of the outstanding debt.

Councillor Wegner opposed.

DIRECTOR OF HUMAN RESOURCES – CUPE UPDATE

That we accept Recommendation No. C00096-2001 as contained in the Committee of the Whole Council Meeting Minutes of September 24, 2001 that the Council of the City of Yorkton approve a wage increase of 3% per year for the years 2002, 2003, 2004, plus a $300.00 signing bonus as presented in the proposed Letter of Understanding to expire October 1st, 2001 with CUPE Local 342 and authorize the signing of the agreement subject to ratification by CUPE Local 342.
