OCTOBER 29, 2001

 

Minutes of a Regular Meeting of Council held on Monday, October 29, 2001 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jody Hauta, and Scott Mack. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

HEARING OF PETITIONS

Royal Canadian Legion – Proclamation – Veterans Week

A letter dated October 3, 2001 from the Royal Canadian Legion General Alexander Ross Branch, No. 77 was circulated for the consideration of Council.

Mr. Ken Gordon, President and Mr. Nestor Herasymuik were present in Council Chambers. Mr. Ken Gordon spoke to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of November 4th to 11th, 2001 as "Veterans Week" in the City of Yorkton and to fly their flag during that week.

Canadian Diabetes Association – Proclamation

November as Diabetes Month

A letter received October 15, 2001 from the Canadian Diabetes Association was circulated for the consideration of Council.

Ms. Sonya Seman was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the month of November as "Diabetes Awareness Month" in the City of Yorkton.

Parkland Victims Services

A letter dated September 24, 2001 from the Parkland Victims Services Inc. was circulated for the consideration of Council.

Mr. John Hiebert, Coordinator was present in Council Chambers to speak to their request.

Junked Vehicles

Larry Worth – 220 Maple Avenue

Mr. Larry Worth was present in Council Chambers to present his case against the junked vehicle Order.

That we request Larry Worth of 220 Maple Avenue to provide verification of the owners of the vehicles and confirmation that repairs will be completed and postpone any action on this Order at this time.

Mayor De Vos and Councillor Fromm opposed.

Dennis Lachance – 213 Fourth Avenue North

Mr. Dennis Lachance was present in Council Chambers to present his case against the junked vehicle Order.

That the Council of the City of Yorkton extend the junked vehicle Order and allow Mr. Lachance seven (7) days to have the cars located at 213 Fourth Avenue North removed by November 5th, 2001.

An Order to remove a junked vehicle from Mr. Dennis Langan’s property was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Administration to enforce the Order to remove a 4 door blue Toyota Tercel from the property located at 24 Centennial Drive with costs to be added to and form part of the tax roll.

Untidy & Unsightly Premises – 24 Centennial Drive

Philip and Evelyn Langan

An Order to remove the accumulation of all debris and refuse such as a mattress, dilapidated wire fence, etc.; an overgrowth of grass and weeds/dandelions from 24 Centennial Drive was circulated for the consideration of Council.

That the Order to clean up the untidy and unsightly premises at 24 Centennial Drive (Langan) be enforced with the clean up costs to be added to and form part of the tax roll.

Rezoning Welcome Home Crafts – Bylaw No. 29/2001

There was no one present in Council Chambers to speak for or against the rezoning of Welcome Home Crafts on Sixth Avenue North.

Rezoning York Road West – Bylaw No. 30/2001

– Amend Zoning Bylaw No. 9/96

There was no one present in Council Chambers to speak for or against the rezoning of York Road West.

R.C.M.P. Agriplex Rental Request

A letter dated October 10, 2001 from the Rural Detachment of the R.C.M.P. requesting assistance for the rental cost for a Race Against Drugs Program being held at the Agri-pavilion was circulated for the consideration of Council.

That the City of Yorkton provide a grant in the amount of $400.00 to the Rural Detachment of the R.C.M.P. for the Racing Against Drugs Program to be held at the Agri-Pavilion on November 13th and 14th, 2001.

Bylaw No. 29/2001 – Amending Zoning Bylaw No. 9/96

Park.

CANADA/SASKATCHEWAN MUNICIPAL INFRASTRUCTURE

That we accept Recommendation No. C00109-2001 as contained in the Committee of the Whole Council Meeting Minutes of October 29, 2001 that authorization be given to the Mayor and City Manager to execute the Canada/Saskatchewan Infrastructure application entitled Well #15 complete with raw water supply line under the terms and conditions as outlined in the application.

CENTURY FIELD

That we accept Recommendation No. C00111-2001 as contained in the Committee of the Whole Council Meeting Minutes of October 29, 2001 that the Regional High School Board be requested to either register the transfer for Century Field or return the signed transfer back to the City by January 1st, 2002 and if the transfer is not returned, the City will assume the Yorkton Regional High School Board owns and will maintain Century Field.

That we accept Recommendation No. C00112 – 2001 as contained in the Committee of the Whole Council Meeting Minutes of October 29, 2001 that after the Century Field issue is resolved, the City of Yorkton would consider a land swap for cleared land on Catherine Street in exchange for leveled land at the C.J. Houston site with demolition costs to be borne by the Public School Board excepting any portion of the building that the City deems as salvageable.

CITY CLERK – PERSONNEL – OUT-OF-SCOPE WAGE

That we accept Recommendation No. C00113-2001 as contained in the Committee of the Whole Council Meeting Minutes of October 29th, 2001 that out-of-scope staff be provided with a 3% per year salary increase in the first pay period in January of each year for 2002, 2003 and 2004 with a $5.00 adjustment to the benefit allocation on a per grid basis for 2003 and 2004, and that employees in Grids 1 – 4, receive a one-time $300.00 adjustment (prorated based on service for 2001) on December 1st, 2001.
