NOVEMBER 19, 2001

 

Minutes of a Regular Meeting of Council held on Monday, November 19th, 2001 at 7:00 p.m. in Council Chambers City Hall.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jody Hauta, Matt Bernat, Stuart McFadyen, Bill Hawkins, and Jim Ennis. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

HEARING OF PETITIONS

John Masters – Saskatchewan 911 Update (verbal)

Mr. John Masters, Implementation Officer for the Saskatchewan 911 system was present in Council Chambers and gave a verbal update.

Sask 911 is providing a 3 digit number across the Province instead of the 7 digit number. 911 will be the only number to remember. 911 will be available everywhere in the Province about this time next year. There are 3 public safety answering points in the Province being Prince Albert, Regina and Saskatoon.

Sask Abilities Council – Recycling Award (Verbal)

Mr. John Denysek, Executive Director of the Parkland Abilities Council, was present in Council Chambers to advise of the Recycling Award that the City of Yorkton partnering with the Sask Abilities Council won for waste minimization.

Untidy & Unsightly Premises – 79 York Road East – Arme Developments Ltd.

An Order to clean up the premises at 79 York Road East was circulated for the consideration of Council.

No one was present to speak for or against the Order. The City Clerk/Director of Human Resources advised City Council that the tenant had started to clean up the premises and requested an extension of seven (7) days.

That an extension of seven (7) days be given on the Order to clean up the premises at 79 York Road East, and if the untidy premises and junked vehicles have not been cleaned up by November 26, 2001, that the Order be activated and the costs of clean up be added to and form part of the tax roll.

CUPE – Letter regarding entering into negotiations

A letter dated November 13th, 2001 received via registered mail on November 14th, 2001 from the National Representative of CUPE was circulated for the information of Council.

The City Clerk inquired as to what direction Council wanted to provide.

Director of Finance – Tax Enforcement

A memorandum dated November 14, 2001 from the Director of Finance regarding tax enforcement was circulated for the consideration of Council.

That the Council of the City of Yorkton accept the attached property list under Section 3 of The Tax Enforcement Act after which the Treasurer will proceed with enforcement as outlined in the legislation.

City Manager – Budget Meeting Dates

A memorandum dated November 15, 2001 from the City Manager confirming the dates of November 26th and December 3rd, 2001 as budget meeting dates for discussion on the 2002 City of Yorkton Budget was circulated for the consideration of Council. There were no suggested changes to the meeting dates.

RAVINE ECOLOGICAL PRESERVE SUB-COMMISSION

That we accept Recommendation No. C00117-2001 as contained in the Committee of the Whole Council Meeting Minutes of November 19, 2001 that the request for an additional $9,800.00 for the repair to the Boardwalk at the Ravine Ecological Preserve be referred to the 2002 Budget deliberations.

LEISURE POOL PLANNING COMMITTEE – New Leisure Pool

Yorkton Roman Catholic School Division No. 86

  • Land for new High School

That we accept Recommendation No. C00122-2001 as contained in the Committee of the Whole Council Meeting Minutes of November 19, 2001 that the City of Yorkton maintain the price of the serviced 11 acre parcel for the new high school and advise the Yorkton Roman Catholic School Division No. 86 that this was the price (at $440,000) as originally agreed upon.

Councillors DeRyk and Wyatt opposed.

YORKTON REGIONAL HIGH SCHOOL BOARD

That we accept Recommendation No. C00123-2001 as contained in the Committee of the Whole Council Meeting Minutes of November 19, 2001 that the City offer to sell unserviced property at $25,500/acre to the Yorkton Regional High School Board (known as Parcel 2, Gladstone Avenue North 4.5 acres) until February 28, 2002 and then offer a First Right of Refusal for any bonafide offer to expire December 31, 2003.
