DECEMBER 10, 2001

 

Minutes of a Regular Meeting of Council held on Monday, December 10, 2001 at 7:00 p.m. in Council Chambers City Hall.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jody Hauta, Gordon Bulmer and Stuart McFadyen. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

HEARING OF PETITIONS

Yorkton Sno-Riders – Regional Award

A letter dated November 29, 2001 from the Secretary of the Yorkton Sno-Riders was circulated for the consideration of Council.

Mr. Jason Popowich and Mr. Rick Bilous were present in Council Chambers to speak to their request.

The Yorkton Sno-Riders presented the City of Yorkton with an award for outstanding contributions to the recreation of snowmobiling in the Province of Saskatchewan.

Dr. Luke Quiring – Assessment Services

A letter received November 19th, 2001 from Dr. Luke Quiring regarding assessment services was circulated for the consideration of Council.

Dr. Quiring was present in Council Chambers and gave a presentation on his thoughts of the assessment services in the City of Yorkton.

Bylaw No. 30/2001 – Amend Zoning Bylaw No. 9/96 – Rezoning York Road West

There was no one present in Council Chambers to speak for or against the zoning change to Part 5.0 Zoning Districts, Section 5.2 for Blocks N and O, Registered Plan 89Y09063, known as 221, and 215 York Road West from C3 – General Commercial to M1 – Light Industrial; Block Q, Registered Plan 89Y09063, known civically as 247 York Road West from R5 – Mobile Home Developments to M1 – Light Industrial; PB1, Registered Plan 89Y09063 from C3 – General Commercial to M1 – Light Industrial

– Agricultural Land Rentals for 2002 Crop Year

A memorandum dated December 6, 2001 from the Building and Development Officer regarding the 2002 crop year rate was circulated for the consideration of Council.

Business License Write-offs

A memorandum dated December 7, 2001 from the Property Manager regarding business license write-offs was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Administration to write-off the outstanding business license accounts as attached in the amount of $6,850.00.

THE HEALTH FOUNDATION – CAPITAL CAMPAIGN

That we accept Recommendation No. C00126-2001 as contained in the Committee of the Whole Council Meeting Minutes of December 10, 2001, that the City of Yorkton commit to contributing the required amount of $3.6 million over five years to the East Central Health Foundation Capital campaign for a new multi-purpose facility and state of the art medical equipment, with the details regarding the city’s method of raising these funds to be discussed at another meeting.

MAYOR DE VOS – SUMA 2002 RESOLUTION

That we accept recommendation No. C00127-2001 as contained in the Committee of the Whole Council Meeting Minutes of December 10, 2001 and submit the following resolution to the 2002 SUMA Conference:

WHEREAS, the Government of the Province of Saskatchewan has significantly reduced funding allocated to municipalities for revenue (tax) sharing;

AND WHEREAS, municipalities can only rely on property taxes and user fees to raise sufficient dollars to run their respective municipalities;

AND WHEREAS the cost of providing municipal services to residents of respective municipalities is ever increasing;

AND WHEREAS other municipal jurisdictions in Canada have a variety of methods to raise revenue to assist in the cost of the provision of those services;

NOW THEREFORE, BE IT RESOLVED that SUMA Executive be directed by the SUMA Membership to meet with the Provincial Government and establish a combined committee to research the possibility of developing and/or finding other revenue streams for Saskatchewan Municipalities.

Councillor DeRyk opposed.

KAHKEWISTAHAW FIRST NATION – SEWER AND WATER EASEMENT

That we accept Recommendation No. C00128-2001 as contained in the Committee of the Whole Council Meeting Minutes of December 10, 2001 that the Mayor and City Clerk be authorized to execute the agreement between the Chief and Councillors of the Kahkewistahaw Band of Indians on behalf of the Band and the City of Yorkton outlining the terms and conditions of the lands as outlined in the agreement for the water main and sewer lines located on Kahkewistahaw owned lands.

That we accept Recommendation No. C00129-2001 as contained in the Committee of the Whole Council Meeting Minutes of December 10, 2001 that the Mayor and City Clerk be authorized to execute the agreement between Her Majesty the Queen in Right of Canada represented by the Minister of Indian Affairs and Northern Development and the City of Yorkton outlining the terms and conditions of the sewer and water easement for lands owned by the Kahkewistahaw Indian Reserve No. 72A, subject to clarification of the legal description to be embodied into the agreement.

ASSESSMENT SERVICES

That we accept Recommendation No. C00132-2001 as contained in the Committee of the Whole Council Meeting Minutes of December 10, 2001 that the City of Yorkton provide notice to Saskatchewan Assessment Management Agency of the city’s intention to provide an alternate means of carrying out its own evaluations and revaluations commencing January 1, 2003 and that this notice be sent in accordance with Section 4.2 of the Assessment Management Agency Act, and further that this notice be a provisional notice such that the City may withdraw the notice prior to March 31, 2002 once it is satisfied that SAMA has solidified its financial resources to provide for ongoing field services and it has provided notice of the required levy for the year 2002.
