JANUARY 7, 2002

Minutes of a Regular Meeting of Council held on Monday, January 7, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Matt Bernat, Lonnie Kaal, Stu McFadyen, Jerry Cheshuk, Jim Ennis, and Bill Hawkins. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

HEARING OF PETITIONS

Councillor Goulden declared a pecuniary interest and left Council Chambers at 7:01 p.m.

Tourism Yorkton – 2001 Annual Report

An extensive package was circulated from Tourism Yorkton to the Members of Council.

Mr. Terry Wright, President of Tourism Yorkton was present in Council Chambers to speak to their report.

Councillor Goulden returned to Council Chambers at 7:14 p.m.

Yorkton Arts Council

A letter dated December 15, 2001 from the Yorkton Arts Council regarding an application for an operating grant was circulated for the consideration of Council.

Mrs. Lori Glauser, President of the Yorkton Arts Council was present in Council Chambers to speak on behalf of the Board of Directors of the Yorkton Arts Council.

That the Council of the City of Yorkton accept Recommendation No. 02-004 as contained in the Municipal Planning Commission Meeting Minutes of January 2, 2002 that the request for lane closure of Parklane Drive be denied.

That Administration forward alternate plans to the Municipal Planning Commission to address the concerns of the petitioners requesting the closure of the lane on Parklane Drive and review any other back lanes of concern to determine their usefulness and come up with a solution for all back lanes.

That the Council of the City of Yorkton approve in principle Recommendation No. 02-005 as contained in the Municipal Planning Commission Meeting Minutes of January 2, 2002 that the RCMP conduct an Education Traffic Program in the City of Yorkton to promote the use of pedestrian crosswalks with details as to costs to be brought back to Council.

That the Council of the City of Yorkton accept Recommendation No. 02-006 as contained in the Municipal Planning Commission Meeting Minutes of January 2, 2002 that the Pedestrian Crosswalk on Broadway Street West at Maple Avenue be referred to the Protective Services Commission for their review and input.

A memorandum dated December 21, 2001 from the Assistant City Clerk regarding Records Retention and Disposal was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the destruction of the attached list of documents, in accordance with the Records Retention and Disposal Schedule approved by the Minister of Municipal Affairs and as provided for in Bylaw 18/97.

A report dated December 22, 2001 from the Property Manager regarding business license write-offs as requested by City Council was circulated for the information of Council.

That the business license fees billing procedure be changed to invoice out of town businesses only after a reminder letter has been sent advising them they need to renew their business license and confirming that they will be operating in the City in the new year.

City Clerk – Pest Control Officer Annual Appointment

A memorandum dated January 2, 2002 from the City Clerk/Director of Personnel regarding the Pest Control Officer Annual Appointment was circulated for the consideration of Council.

That the Council of the City of Yorkton designate Mr. Brian Dudar, Parks Supervisor as the City of Yorkton’s Pest Control Officer effective January 7, 2002 through to December 31, 2002.

Assistant Director of Public Works & Engineering

Village of Theodore – Sanitary Landfill Agreement

A memorandum dated December 14, 2001 from the Assistant Director of Public Works & Engineering along with a proposed agreement for use of the Sanitary Landfill were circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the signing officers of the City to execute the agreement with the Village of Theodore, accepting Residential Waste as outlined in the Agreement dated November 14, 2001 for the trial period of December 1, 2001 to November 30, 2002.

Director of Finance – Outstanding Utility Accounts

A memorandum dated December 14, 2001 from the Director of Finance regarding outstanding utility accounts was circulated for the consideration of Council.

That the Council of the City of Yorkton grant Administration authority to write-off the attached list of outstanding utility accounts with the exception of the Mobile Home Park, 247 York Road West (Block Q, Plan 89Y09063) in the amount of $5,841.31 and Yellowhead One Stop, 215 York Road West (Block N, Plan 89Y09063) in the amount of $966.29 which are to be added to and form part of the tax roll for these properties. Carried.***

Parkland Agriplex – Janitorial Contracts

A memorandum dated December 28, 2001 from the General Manager at the Parkland Agriplex along with copies of janitorial contracts were circulated for the consideration of Council.
