JANUARY 21, 2002

 

Minutes of a Regular Meeting of Council held on Monday, January 21, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Jim Ennis, Stu McFadyen, Lonnie Kaal, Bill Hawkins and S/Sgt. Martin. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

HEARING OF PETITIONS

Heart and Stroke Foundation of Saskatchewan – Proclamation

A letter dated January 14, 2002 from the Heart and Stroke Foundation of Saskatchewan regarding a proclamation was circulated for the consideration of Council.

Mrs. Sheila Harris, Area Coordinator was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim the month of February as "Heart and Stroke Month" in the City of Yorkton.

It was noted that their flag would be raised on February 1st, 2002 at 10:00 a.m.

Canadian Federation of Independent Business

SUMA Resolution

A letter dated January 16, 2002 from the Canadian Federation of Independent Business was circulated for the information of Council.

Marilyn J. Braun-Pollon, Director of Provincial Affairs was present in Council Chambers to make a presentation.

Proposed Condominium Plan

A memorandum dated January 17, 2002 from the Building and Development Officer regarding a proposed condominium plan was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Mayor and City Clerk to sign the Condominium Plan for Lot 12, Block 84, Plan No. 96Y11565 as the proposed plan meets all of the requirements of the City of Yorkton Zoning Bylaw 9/96, Section 7.4 R3 Multiple Unit Dwellings, 7.7 General Provisions.

Proposed Institutional Subdivision Parcel A

A memorandum dated January 18, 2002 from the Building and Development Officer regarding a proposed institutional subdivision for Parcel A, Dunlop Street and Catherine Street was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Mayor and City Clerk to issue a Certificate of Approval (new Catholic High School) to the applicant to subdivide Proposed Parcel A, Dunlop Street and Catherine Street in NE Ό 3-26-4-West of the Second as the proposed subdivision meets all of the requirements of the City of Yorkton Zoning bylaw 9/96, Section 9.0 Institutional District and 9.2 General Provisions.

Property Manager – Business License Fee Comparison

A memorandum dated January 16, 2001 from the Property Manager regarding business license fee comparisons was circulated

for the consideration of Council.

EAST CENTRAL HEALTH FOUNDATION – FINANCE PLAN

That we accept Recommendation No. C00005-2002 as contained in the Committee of the Whole Council Meeting Minutes of January 21, 2002 that the Council of the City of Yorkton accept Option No. 3 as contained in the Finance Plan provided by the Director of Finance, to charge the residents by household including apartment units, $114.00 per year for five years to meet the 3.6 million dollar commitment to the East Central Health District Foundation for a multi-purpose health facility and state-of-the-art medical equipment.

Councillor Arnelien opposed.

HUMAN RESOURCES COMMITTEE REPORT

That we accept Recommendation No. C00008-2002 as contained in the Committee of the Whole Council Meeting Minutes of January 21, 2002 that Council proceed with all five recommendations as contained in the memorandum dated January 25, 2002 from the Personnel Committee regarding the HR Review and adjust the 2002 budget allocations accordingly.
