FEBRUARY 11, 2002

 

Minutes of a Regular Meeting of Council held on Monday, February 11, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Stu McFadyen, Bill Hawkins, Gordon Bulmer, Jim Ennis, and Lonnie Kaal. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

Parkland District Scouts – Proclamation

Scout/Guide Week (February 17 to 24, 2002)

A letter received January 17, 2002 from the Scouts Canada Parkland District Zion 8th Group/Yorkton 2nd Group along with a letter from the Secretary Treasurer of the Parkland District Scouts dated January 2, 2002 were circulated for the consideration of Council.

Mr. Brandon Kotzer, along with other Scouts, were present in Council Chambers to speak to their request.

De Vos to proclaim the week of February 17 to 24, 2002 as "Scout/Guide Week" in the City of Yorkton with a flag raising to take place on Sunday, February 17, 2002 at 6:30 p.m. in City Hall Park.

Fire Chief – R.M. of Wallace/Orkney Fire Protection Agreements

A memorandum dated February 1, 2002 from the Fire Chief regarding R.M. Fire Protection Agreements was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Administration to issue a sixty (60) day Notice of Intent to the Administration of the Rural Municipalities of Wallace and Orkney of the City’s intent to enter into negotiations to update the Fire Protection Agreements as outlined in the current agreements under Article 10.

City Clerk – SPCA Agreement – Contract Renewal

A memorandum dated January 25, 2002 from the City Clerk along with pertinent background information regarding a renewal of the SPCA Agreement were circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Administration to extend the Agreement with SPCA for one (1) year with an amendment providing for an annual extension through a mutual Letter of Understanding subject to no increases.

City Manager – Cancel February 25th, 2002 Council Meeting

A memorandum dated February 8, 2002 from the City Manager regarding a meeting cancellation was circulated for the consideration of Council.

That the Regular and Committee of the Whole Council Meeting scheduled for February 25th, 2002 be cancelled and that the time be dedicated for 2002 Budget Deliberations.

GERRY ANN FRASER – BUILDING CODES

That we accept Recommendation No. C00012-2002 as contained in the Committee of the Whole Council Meeting Minutes of February 11, 2002 that the request from Gerry Ann Fraser be referred to the Municipal Planning Commission to report back to Council, and that the City Manager contact the City Solicitor to get an opinion on the Uniform Building Accessibility Standards Act and Regulations, and on the National Building Code.
