MARCH 11, 2002

Minutes of a Regular Meeting of Council held on Monday, March 11, 2002 in Council Chambers, City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Matt Bernat, Lonnie Kaal, Gord Bulmer, Stu McFadyen, Jim Ennis, Bill Hawkins, Jerry Cheshuk, and Jody Hauta. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

That the Council of the City of Yorkton accept Recommendation No. 02-018 and 02-019 from the Municipal Planning Commission and authorize the Building and Development Officer to proceed with providing public notification of the Discretionary Use Application of Ms. Tammy Frieze for a Pet Shop/Pet Day Care kennel at 383 Parkview Road as required by Section 74 of The Planning and Development Act, and that this issue be brought forward for further consideration at the April 8, 2002 Regular Council Meeting.

A memorandum dated March 6, 2002 from the Property Manager regarding the Sale of Residential Lots Policy was circulated for the consideration of Council.

That the Council of the City of Yorkton extend the provisional notice period to SAMA from March 31, 2002 until April 30, 2002 to ascertain the financial involvement by the Provincial Government.

Property Manager – Pricing of Residential Lots

A memorandum dated March 6, 2002 from the Property Manager regarding pricing of residential lots was circulated for the consideration of Council.

That the Council of the City of Yorkton adopt the proposed pricing strategy for new residential lots and authorize Administration to implement its application as detailed, and rated on a scale of desirability as provided for in the memorandum dated March 6, 2002 from the Property Manager based on replacement land costs.

Proposed Industrial Subdivision – 107 York Road East

A memorandum dated March 7, 2002 from the Building and Development Officer regarding a proposed industrial subdivision was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Mayor and City Clerk to issue a Certificate of Approval to the applicant, Saskatchewan Wheat Pool, to subdivide Proposed Parcel in NE Ό 11–26-4-West of the Second, Block D, Plan 77Y13453 (107 York Road East) as the proposed subdivision meets all of the requirements of the City of Yorkton Zoning Bylaw 9/96, Section 10.2 Heavy Industrial District and 10.3 General Provisions.

Proposed Condominium Plan – 316 Morrison Drive

A memorandum dated March 7, 2002 from the Building and Development Officer regarding a proposed condominium plan was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Mayor and City Clerk to sign the Condominium Plan for 316 Morrison Drive, Lot 7 and most Southeasterly 12 metres of Lot 6, Block 1, Plan No. 99Y10405 as the proposed plan meets all of the requirements of the City of Yorkton Zoning Bylaw 9/96, Section 7.4 R3 – Multiple Unit Dwellings, 7.7 General Provisions.

Water Rates

A memorandum dated March 8, 2002 from the Director of Finance regarding the water rate review was circulated for the consideration of Council.

That the Council of the City of Yorkton request Administration to prepare a bylaw providing for the following water rate increases:

June 1, 2002 7.30 per thousand gallons = 1.38% increase

June 1, 2003 7.40 per thousand gallons = 1.36% increase

June 1, 2004 7.50 per thousand gallons = 1.35% increase

June 1, 2005 7.60 per thousand gallons = 1.33% increase

2001Year End

A memorandum dated March 7, 2002 from the Director of Finance regarding the 2001 Year-End was circulated for the consideration of Council.

That the Council of the City of Yorkton allocate the City’s commitment of $241,000 to the Fairview Arms life lease project from the 2001 accumulated surplus.

That the Council of the City of Yorkton transfer the balance of the 2001 accumulated surplus being approximately $162,700 into an unspecified reserve account, (Items b and d from the March 7, 2002 report) until Council decides where to allocate it.
