MARCH 25, 2002

 

Minutes of a Regular Meeting of Council held on Monday, March 25, 2002 in Council Chambers, City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Fromm, Goulden, Wegner and Wyatt.

Absent: Councillor DeRyk.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Matt Bernat, Jody Hauta, Stu McFadyen, Gord Bulmer, Jim Ennis, Jerry Cheshuk, and Bill Hawkins. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

A copy of an e-mail sent to Mayor Phil De Vos from Randy Atkinson was circulated for the consideration of Council regarding Roslyn Hill.

Mr. Randy Atkinson was present in Council Chambers to speak to his request.

City Clerk – Bylaw/Traffic Enforcement Services Contract

A memorandum dated March 19, 2002 from the City Clerk along with a proposed contract for bylaw/traffic enforcement were circulated for the consideration of Council.

That we accept Recommendation No. C00018-2002 as contained in the Committee of the Whole Council Meeting Minutes of March 25, 2002 to reallocate $20,000 from the Deer Park Clubhouse to the Outdoor Recreation Facilities budget.

That we accept Recommendation No. C00019-2002 as contained in the Committee of the Whole Council Meeting Minutes of March 25, 2002 that the City of Yorkton approve the 2002 budget as presented with revenues of $18,476,610 and expenditures of $18,473,140 leaving a marginal surplus of $3,470. The budget approval being subject to Provincial grants remaining at $560,430.

Renaming of Company

That we accept Recommendation No. C00021-2002 as contained in the Committee of the Whole Council Meeting Minutes of March 25, 2002 and authorize the proper signing officers to execute a Letter of Understanding to change the name of the contract from Ottenbreit Sanitation Services Ltd. to Ottenbreit Waste Systems Ltd. with all other terms and conditions to remain the same.

Minutes of a Special Meeting

That we accept Recommendation No. C00022 as contained in the Committee of the Whole Council Meeting Minutes of March 25, 2002 that the City of Yorkton begin the process of entering into a service agreement with the Good Spirit REDA for the provision of Economic Development Services on a fee-for-service basis, with funds to be reallocated from the City’s exiting economic development budget.
