REGULAR COUNCIL MEETING MINUTES

APRIL 8, 2002

 

Minutes of a Regular Meeting of Council held on Monday, April 8, 2002 in Council Chambers, City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors, Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Lonnie Kaal, Matt Bernat, Jody Hauta, Stu McFadyen, Jim Ennis, Darren Spelay, and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

Mayor Phil De Vos requested that a moment of silence be held in honor of the Queen Mother’s passing.

HEARING OF PETITIONS

Discretionary Use Application – 383 Parkview Road,

Pet Shop and Puppy Day Care

The City of Yorkton received a letter from the owner of two apartment blocks located at 54 Allanbrooke and 364 Northview Road regarding the outside kennel at the proposed Puppy Day Care that might be a concern to the apartment dwellers for noise.

The owner of the apartment block located at 407 Parkview Road, was present in Council Chambers expressing his concern for his tenants for the noise aspect if a Puppy Day Care would be allowed in the area.

There were four other tenants present in Council also regarding this issue.

The owner of the proposed Pet Shop and Puppy Day Care, was present in Council Chambers and assured Council that if an animal is barking it will be muzzled and that clean up in the kennel run will be immediate.

CORRESPONDENCE

Canada Cup Championships – Grant Request

A letter received on Monday, March 25, 2002 from the Chairman of the Canada Cup Host Committee was circulated for the consideration of Council.

That the letter from the Canada Cup Championships be referred to the Economic Development Commission for their recommendation back to Council.

Discussion was held and it was felt that because the City of Yorkton has no program to sponsor organizations hosting special events that this request be denied.

The mover withdrew Resolution No. R00123-2002 with the consent of the seconder.

Federation of Canadian Municipalities

A letter dated March 18, 2002 from the Federation of Canadian Municipalities regarding the Kyoto Protocol was circulated for the consideration of Council.

That the Council of the City of Yorkton accept and endorse the Kyoto Protocol resolution forwarded on March 18, 2002.

Mayor De Vos and Councillors Arnelien, DeRyk, Wegner and Wyatt opposed.

Motion Defeated.***

Councillor Wegner declared a pecuniary interest for the next item on the Agenda, and left Council Chambers at 7:21 p.m.

Yorkton Armouries – Billboard Request

A letter dated March 25, 2002 from the National Defence, Yorkton Armouries requesting a billboard sign was circulated for the consideration of Council.

That the Council of the City of Yorkton refer this item to Administration for reply to the Yorkton Armouries advising them that the City has no objection to the sign, but does not have jurisdiction in the area they are placing the sign, and that they would have to contact the Department of Highways in this regard.

That Bylaw No. 6/2002, a bylaw of the City of Yorkton in the Province of Saskatchewan to amend Bylaw No. 10/2000, regulating traffic, the use of public streets and to preserve order thereon be introduced and read a first time this 8th day of April A.D. 2002.

383 Parkview Road – Proposed Pet Shop and Puppy Day Care

A memorandum dated April 4, 2002 from the Building and Development Officer along with pertinent background information regarding a proposed Pet Shop and Puppy Day Care were circulated for the consideration of Council.

That the Council of the City of Yorkton approve the Discretionary Use application for a Pet Store and Puppy Day Care under the City of Yorkton Zoning Bylaw 9/96, Section 8.5 Neighbourhood Shopping District, Part C- Discretionary uses: Veterinary Clinics and Kennels, for 383 Parkview Road with the condition of noise restrictions as per the City of Yorkton Noise Bylaw No. 21/99.

Councillor Fromm opposed.

That we accept Recommendation No. C00026-2002 as contained in the Committee of the Whole Council Meeting Minutes of April 8, 2002 that the Council of the City of Yorkton authorize the Mayor and City Clerk to execute the agreement between the Yorkton Agricultural and Industrial Exhibition Association Limited and the City of Yorkton and that the agreement dated December 17, 1976 executed by the same two parties shall be null and void.

Less price of the building $ 10,011

TOTAL $313,389
