APRIL 22, 2002

 

Minutes of a Regular Meeting of Council held on Monday, April 22, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor De Vos, Councillors Arnelien, DeRyk, Fromm, Wegner and Wyatt.

Absent: Councillor Goulden.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Gordon Bulmer, Jody Hauta and Jerry Cheshuk. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

A memorandum dated April 10, 2002 from the City Manager regarding appointments to the Parkland Agriplex Management Board was circulated for the consideration of Council.

Spring Clean Up Week Campaign

A memorandum dated April 8, 2002 from the Assistant Director of Public Works and Engineering was circulated for the consideration of Council.

That the Council of the City of Yorkton designate the week of May 6th to May 11th, 2002 as "Spring Clean Up Week" in the City of Yorkton and that the residential fees at the Sanitary Landfill, for residents of the City of Yorkton, for cars, half-ton trucks and utility trailers be waived for this week to encourage participation in helping to keep our community clean.

Director of Leisure Services – Kinsmen Century Field – Outstanding Issues

A memorandum dated April 17, 2002 from the Director of Leisure Services was circulated for the consideration of Council.

That we accept Recommendation No. C00033-2002 as contained in the Committee of the Whole Council Meeting Minutes of April 22, 2002 that using the preliminary capital projections as presented by the Director of Finance, that the Leisure Services Commission provide Council with a report based on user group needs and total operational costs for the concept of a multi-purpose field house and aquatic centre.

Mayor De Vos – Special Traffic Constable Moratorium

That we accept Recommendation No. C00034-2002 as contained in the Committee of the Whole Council Meeting Minutes of April 22, 2002 that the City of Yorkton place a moratorium on the hiring of a Special Traffic Enforcement Constable and proceed to increase the RCMP complement to twenty-three (23) members, dedicating the new member for traffic enforcement purposes, and that the additional funding requirements to meet the policing enhancement plan be rededicated from the special constable account with any excess funds to be allocated to a reserve account for future consideration.

Councillor DeRyk opposed.
