Minutes of a Regular Meeting of Council held on Monday, May 6, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jody Hauta and Stuart McFadyen. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

Parkland Right to Life – Proclamation – Right to Life Week

May 12 to 18, 2002

A letter dated December 13, 2001 from the Public Relations Convener of the Parkland Right to Life organization was circulated for the consideration of Council.

Ms. Clara Bast and Mr. Lorne Barnes were present in Council Chambers to answer any questions.

A letter dated May 1, 2002 from the Chair of the Yorkton Short Film and Video Festival was circulated for the consideration of Council.

Mrs. Janet Hill was present in Council Chambers to speak to their request.

Yorkton Public School Division No. 93 – By-Election

A letter dated April 25, 2002 from the Yorkton Public School Division requesting a by-election for one of their Board Members was circulated for the information of Council.

The City Clerk advised that there will be a Bylaw forwarded to Council regarding the by-election for the next Meeting of Council.

Yorkton Catholic Schools – 2002 Mill Rate

A letter dated May 1, 2002 from the Yorkton Catholic Schools advising that the Yorkton Catholic Schools have set their Mill Rate at 18.75 with no tax tools to be applied, was circulated for the information of Council.

Yorkton Public School Division No. 93 – 2002 Mill Rate

A letter dated May 1, 2002 from the Yorkton Public Board of Education advising that they have set their mill rate at 18.75 mills for the year 2002 with no tax tools to be applied, was circulated for the information of Council.

The Director of Finance circulated a memorandum dated May 1, 2002 and pertinent background information on mill rates and gave an explanation of the $105.00 Health Care Levy.

The Director of Finance also provided a memorandum dated April 29th, 2002 regarding the 2002 Budget and pertinent background information on the 2002 operating budget.

That as a result of the 2002 Provincial Revenue Sharing Grant increasing by $102,730, that the Council of the City of Yorkton amend the 2002 Budget figures as provided in Resolution R00155-2002 to provide for total revenues of $18,479,340 and expenditures of $18,473,140 leaving a surplus of $6,200.

Discretionary Use Application – Home Day Care Centre – 74 Clarewood Crescent.

A memorandum dated May 2, 2002 from the Building and Development Officer regarding a Discretionary Use Application at 74 Clarewood Crescent was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Building and Development Officer to proceed with providing public notification of this Discretionary use application for a Home Day Care Centre at 74 Clarewood Crescent as required by Section 74 of The Planning and Development Act, and that this issue be brought forward for further consideration at the June 10th, 2002 Regular Council Meeting.

Councillor Fromm declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 7:56 p.m.

Discretionary Use application – Community Home – 182 Tupper Avenue

A memorandum dated May 2, 2002 from the Building and Development Officer regarding a Discretionary Use application at 182 Tupper Avenue was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Building and Development Officer to proceed with providing public notification of this Discretionary Use Application for a Community Home at 182 Tupper Avenue as required by Section 74 of The Planning and Development Act, and that this issue be brought forward for further consideration at the June 10th, 2002 Regular Council Meeting.

Fire Chief – Rural Fire Suppression and Rescue Services Agreements

Orkney and Wallace

The Fire Chief provided copies of proposed agreements for fire suppression with the R.M. of Orkney and the R.M. of Wallace for the consideration of Council.

That we accept Recommendation No. C00043-2002 as contained in the Committee of the Whole Council Meeting Minutes of May 6, 2002 that Council authorize the Mayor and City Clerk to execute the land purchase agreement for landfill expansion (NE Ό 12-26-4-W2nd and SE Ό 13-26-4-W2nd) between the City of Yorkton and William John Wilkinson and Marilyn Mavis Wilkinson dated April 29th, 2002.
