MAY 27, 2002

 

Minutes of a Regular Meeting of Council held on Monday, May 27, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor De Vos, Councillors Arnelien, DeRyk, Fromm, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jody Hauta and Stu McFadyen. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

HEARING OF PETITIONS

Tourism Saskatchewan – Tourism Awareness Week

June 2nd to 8th, 2002

A letter dated May 17, 2002 from the President of Tourism Yorkton along with pertinent background information was circulated for the consideration of Council.

Mr. Terry Wright, President of Tourism Yorkton along with other Members of Tourism Yorkton were present in Council Chambers and spoke to their request.

Bylaw No. 8/2002 – Amend the Yorkton District Development Plan Bylaw No. 13/94

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 8/2002, amending the Yorkton Planning District Development Plan Bylaw No. 13/94.

Leisure Services Commission Meeting Minutes – May 13, 2002

Mr. Todd Haas, Chairman of the Leisure Services Commission along with Margaret Cugnet, Commission Member, were present in Council Chambers to answer any questions of Council.

That the Council of the City of Yorkton refer Recommendation No. 02-044 and 02-045 from the Leisure Services Commission Meeting Minutes of May 13, 2002 to the Municipal Planning Commission for comment on the Naming of the Civic Property and Development Areas Policy and the Sponsorship Policy, the Gifts and Memorial Program Policy.

Yorkton Short Film and Video Festival Sponsorship

A memorandum dated May 24, 2002 from the City Clerk/Director of Human Resources along with a prior request from the Chair of the Yorkton Short Film and Video Festival were circulated for the consideration of Council.

Yorkton Exhibition Association – Summer Fair Fireworks Sponsorship

A letter dated May 21, 2002 from the General Manager of the Yorkton Exhibition was circulated for the consideration of Council.

That the Council of the City of Yorkton be a major sponsor and donate $2,000.00 towards the Yorkton Exhibition fireworks at the Summer Fair.

Bylaw No. 8/2002

 Amend the Yorkton District Development Plan Bylaw No. 13/94

A memorandum dated May 22, 2002 from the Building and Development Officer regarding Bylaw No. 8/2002, a bylaw to amend the District Development Plan No. 13/94 was circulated for the consideration of Council.

Amendments to Purchasing of Goods and Services Policy

A memorandum dated May 7, 2002 along with a proposed Purchasing of Goods and Services Policy were circulated for the consideration of Council.

That the Council of the City of Yorkton accept the recommendation of the ad-hoc committee and adopt the Purchasing Policy No. 10.110 as amended.

Highway No. 9 through Yorkton

A memorandum dated May 21, 2002 from the City Manager regarding discussions with the Department of Highways and Transportation dealing with the running surface of Highway No. 9 from Queen Street to York Road was circulated for the information of Council.

The City Manager advised that negotiations will be ongoing with Highways on this issue.

Mayor – Board of Revision Appointments

A memorandum dated May 17, 2002 from Mayor De Vos was circulated for the consideration of Council.

That the Council of the City of Yorkton appoint Mr. Wayne Cantelo, Mr. Howie Fehrenbach and Mr. Urban Kiernan to the Board of Revision for 2002 with remuneration to be set at $200.00 per day for the Chairman and $150.00 per day for each of the remaining Committee Members, and that Kim Durdin, Assessment Clerk be appointed as the Recording Secretary.

Pest Control Officer – Dutch Elm Disease Control

A memorandum from the Pest Control Officer dated May 23, 2002 along with a proposed Dutch Elm Disease Control policy were circulated for the consideration of Council.

That we accept Recommendation No. C00047-2002 as contained in the Committee of the Whole Council Meeting Minutes of May 27th, 2002 that the Mayor and City Clerk be authorized to execute the proposed Agreement with CUPE Local 342 as presented, retroactive to January 1st, 2002 and expiring December 31st, 2004 providing for wage increases of 3% per annum for the respective years, subject to ratification by the membership of CUPE Local 342.
