REGULAR COUNCIL MEETING MINUTES

SEPTEMBER 9, 2002

 

Minutes of a Regular Meeting of Council held on Monday, September 9, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor De Vos, Councillors, Arnelien, DeRyk, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak,

Matt Bernat, Bill Hawkins, Lonnie Kaal, Jerry Cheshuk, and Gord Bulmer.

Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

Mayor De Vos advised that Councillor Wegner would be saying a few words on behalf of Council regarding the passing away of Councillor Brian Fromm.

Councillor Wegner gave a brief commentary on Councillor Brian Fromm and then there was a minute of silence.

HEARING OF PETITIONS

FAS Awareness Planning Committee

Fetal Alcohol Awareness Week – September 9 – 13, 2002

A letter dated August 27, 2002 from the East Central Health District Services on behalf of the FAS Awareness Planning Committee was circulated for the consideration of Council.

Tamara Dobmeirer was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of September 9th to 13th, 2002 Fetal Alcohol Awareness Week" in the City of Yorkton.

Junked Vehicles/Untidy and Unsightly Premises

46 Sixth Avenue North and 143 Myrtle Avenue

A memorandum dated September 6, 2002 from the City Clerk/Director of Human Resources regarding Junked Vehicles/Untidy and Unsightly Premises was circulated for the consideration of Council.

Mr. Shawn Florell was present in Council Chambers to speak to his junked vehicle order at 46 Sixth Avenue North. Mr. Florell was to tarp the vehicle he owns until it is plated.

That the City of Yorkton proceed to clean up the following junked vehicles and untidy and unsightly properties: 46 Sixth Avenue North and 143 Myrtle Avenue, if the condition of the properties is not remedied by September 10th, 2002, and all costs associated with the clean up shall be added to and form part of the tax roll.

89 Myrtle Avenue – Affordable Housing Co. Ltd.

A memorandum from the Property Manager regarding 89 Myrtle Avenue was circulated for the information of Council.

No representatives were present in Council Chambers regarding this matter.

Councillor DeRyk requested that this item be referred to the Protective Services and Leisure Services Commissions for their review.

ADMINISTRATIVE REPORTS

City Manager – Dial-a-Bus Transit System

A memorandum dated September 5, 2002 from the City Manager along with a report from the Engineering Assistant were circulated for the consideration of Council.

That effective October 7, 2002 that Council adopt the change to the Dial-a-Bus City Transit, that we operate one bus on a one hour service, and that the hours of operation be Monday to Friday 8:00 a.m. to 7:00 p.m. and Saturday, 10:00 a.m. to 4:00 p.m., and that Bylaw No. 1/98 be amended to reflect the proposed fare rate changes outlined in the report of September 5, 2002.

That we accept Recommendation No. C00065-2002 as contained in the Committee of the Whole Council Meeting Minutes of September 9, 2002 that Council establish an early fall date in 2002 to review the City of Yorkton Tax Policy and that the matter relating to motel/hotel taxation be included with the review.
