SEPTEMBER 23, 2002

Minutes of a Regular Meeting of Council held on Monday, September 23, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor De Vos, Councillors Arnelien, DeRyk, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Matt Bernat and Lonnie Kaal. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

HEARING OF PETITIONS

Yorkdale Central School – Proclamation – Peace Week

September 23 – 27, 2002

A letter dated June 21, 2002 from the School Counsellor at Yorkdale Central School regarding a proclamation was circulated for the consideration of Council.

Kristen Arnold, Mallory Johnstone, Carson Harris and Brianne Pister, students, along with Shelly Westberg, School Counsellor were present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of September 23, to 27, 2002 as "Peace Week" in the City of Yorkton.

John Zaretski – Jubilee Crescent Petition

A letter dated September 13, 2002 and a petition regarding the condition of Jubilee Crescent was circulated to Council for their information.

Mr. John Zaretski was present in Council Chambers to speak to the petition. It was noted that the potholes had been fixed and that until recently, this was a privately owned street.

The Director of Public Works and Engineering advised Council that Jubilee Crescent is on the list to be resurfaced next year (2003).

Untidy and Unsightly Premises – 19 Agricultural Avenue and 15 James Avenue

A memorandum dated September 19, 2002 from the City Clerk/Director of Human Resources regarding unsightly and untidy premises was circulated for the consideration of Council.

Also a letter dated September 22, 2002 from the owner of 15 James Avenue was circulated for the information of Council.

That the City of Yorkton proceed to clean up the following untidy and unsightly properties: 19 Agricultural Avenue and 15 James Avenue, and if the condition of the properties is not remedied by September 24th, 2002, that all costs associated with the clean up shall be added to and form part of the tax roll.

Joe Laxdal – The Health Foundation Campaign

A letter dated September 19, 2002 from the Executive Director of The Health Foundation was circulated for the information of Council.

Mr. Joe Laxdal, Mr. Wally Sotski, Mr. Ben Weber, Mr. Bill Gulka and Mr. Joe Kirwan were present in Council Chambers to update Council on the Health Foundation Campaign.

Mr. Joe Laxdal was the spokesperson for this group.

That Bylaw No. 25/2002, a Bylaw of the City of Yorkton to regulate and control the conduct of passengers using public transit vehicles, stations and facilities in the City of Yorkton be introduced and read a first time this 23rd day of September A.D. 2002.

That Bylaw No. 25/2002, a Bylaw of the City of Yorkton to regulate and control the conduct of passengers using public transit vehicles, stations and facilities in the City of Yorkton be read a third time this 23rd day of September A.D. 2002 after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton.

ADMINISTRATIVE REPORTS

Tax Clerk – Tax Enforcement Proceedings

A memorandum dated September 16, 2002 from the Tax Clerk regarding tax enforcement proceedings for six months notice for title for certain properties in the City of Yorkton was circulated for the consideration of Council.

That authorization be granted under Section 22 of the Tax Enforcement Act to proceed with an application for "Six Month Notice" for title for the 24 properties outlined in the memorandum of September 16, 2002 but that Administration be authorized not to commence proceedings on any properties where a reasonable effort is being made to pay arrears of taxes.

Urban Planner – Proposed Subdivision – Russell Drive

A memorandum dated September 18, 2002 from the Director of Planning regarding a proposed subdivision on Russell Drive was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Mayor and City Clerk to issue a Certificate of Approval to the applicant to subdivide proposed Lots 11A and 11B, Block 80, Registered Plan No. 82Y00321 as the proposed subdivision meets all of the requirements of the City of Yorkton Zoning Bylaw 9/96, Section 7.4 Multiple Unit Dwelling (R3) and 7.7 General Provisions.

City Clerk – 2003 Council Meeting Schedule

A memorandum dated September 18, 2002 from the City Clerk/Director of Human Resources regarding the 2003 Council Meeting Schedule was circulated for the consideration of Council.
