REGULAR COUNCIL MEETING MINUTES

OCTOBER 7, 2002

 

Minutes of a Regular Meeting of Council held on Monday, October 7, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor De Vos, Councillors Arnelien, Goulden, Wegner and Wyatt.

Absent: Councillor DeRyk.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Matt Bernat, Lonnie Kaal, Jim Ennis, Bill Hawkins and Darcy McLeod. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

HEARING OF PETITIONS

SIGN – Transit Passes

A letter dated September 30, 2002 from the Executive Director of SIGN regarding transit passes was circulated for the consideration of Council.

Mr. Tom Seeley, Executive Director of SIGN was present in Council Chambers to speak to their request.

That the City of Yorkton continue selling monthly passes for our bus service at the rate of $25.00 per month until the end of 2002.

Untidy and Unsightly Premises – 116 Sixth Avenue North

A memorandum dated October 3, 2002 from the City Clerk/Director of Human Resources regarding untidy and unsightly premises at 116 Sixth Avenue North was circulated for the consideration of Council.

There was no one present in Council Chambers to speak to this issue.

That the City of Yorkton proceed to clean up the following untidy and unsightly property: 116 Sixth Avenue North, if the condition of the property is not remedied by October 8, 2002, all costs associated with the clean up shall be added to and form part of the tax roll.

A letter dated October 1, 2002 from Mr. John Master, Implementation Officer for Sask911 was circulated for the information of Council.

ADMINISTRATIVE REPORTS

City Manager – Parking Lot – Gloria Hayden Community Centre

A memorandum dated October 1, 2002 from the City Manager regarding the Gloria Hayden Community Centre parking lot and access road was circulated for the consideration of Council.

That the Council of the City of Yorkton approve the paving of the Gloria Hayden Community centre parking lot and access drive at a cost of $28,000.00, and that funding for the project be taken from the Capital Reserve in the Development Fund.

Councillor Wyatt inquired about the Kinsmen Arena parking lot being paved. Discussion was held on this item.

That the Council of the City of Yorkton request a report from Administration regarding the possibility of paving the Kinsmen Arena parking lot.

Councillor Wegner introduced the new Director of Leisure Services, Mr. Darcy McLeod.

That we accept Recommendation No. C00073-2002 as contained in the Committee of the Whole Council Meeting Minutes of October 7, 2002 that the Council of the City of Yorkton direct Administration to continue the dialogue with Health District Officials regarding Anderson Lodge, and report back on subsequent developments.

That we accept Recommendation No. C00074-2002 as contained in the Committee of the Whole Council Meeting Minutes of October 7, 2002 that the Council of the City of Yorkton accept from Agrifoods International Cooperative Ltd., Lot 18, Block 3, Plan 99Y001400, known civically as 30 Myrtle Avenue, Yorkton, as a gift in exchange for a reasonable tax receipt.
