REGULAR COUNCIL MEETING MINUTES

OCTOBER 21, 2002

 

Minutes of a Regular Meeting of Council held on Monday, October 21, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor De Vos, Councillors Arnelien, DeRyk, Goulden, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Gord Bulmer, Jeff Humble and Stu McFadyen. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

HEARING OF PETITIONS

Canadian Diabetes Association – November as Diabetes Month

A letter dated September 27, 2002 from the President of the Yorkton & District Branch of the Canadian Diabetes Association was circulated for the consideration of Council.

Mrs. Laurie Miller, Past President, and another representative were present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the month of November as "Diabetes Awareness Month" in the City of Yorkton.

Untidy and Unsightly Premises

164 Victoria and 63 Brodie Avenue

A memorandum dated October 18, 2002 from the City Clerk/Director of Human Resources along with a copy of an advertisement regarding untidy and unsightly premises in the City of Yorkton were circulated for the consideration of Council.

That the City of Yorkton proceed to clean up the following untidy and unsightly properties: 164 Victoria Avenue and 63 Brodie Avenue, if the condition of the properties is not remedied by October 22nd, 2002, then all costs associated with the clean up shall be added to and form part of the tax roll.

A letter dated October 15, 2002 from Transport Canada was circulated for the consideration of Council.

That the Council of the City of Yorkton proceed to get this work completed, due to liability, at the approximate cost of $5,000 to $8,000.

Mayor De Vos, Councillors Arnelien and Goulden and in favour.

Councillors DeRyk, Wegner and Wyatt opposed.

That Bylaw No. 26/2002, a Bylaw of the City of Yorkton to appoint a Deputy Mayor be introduced and read a first time this 21st day of October A.D. 2002.

That Bylaw No. 26/2002 a bylaw of the City of Yorkton to appoint Councillor Chris Wyatt as Deputy Mayor for the months of November and December 2002 and January 2003 be read a third time after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton.

PROPERTY MATTER – City Manager

That we accept Recommendation No. C00077-2002 as contained in the Committee of the Whole Council Meeting Minutes of October 21, 2002 that Council accept the report of the City Manager and that authorization be given to purchase properties legally described as Block G, Plan AS823, and Lot PD, Block F, Plan AN7004 for a total purchase price of $163,400, and that the funding come from the Land Development Fund.

Carried.***

Councillor Wegner returned at 8:21 p.m.
