NOVEMBER 18, 2002

 

Minutes of a Regular Meeting of Council held on Monday, November 18, 2002 in Council Chambers City Hall, commencing at 7:00 p.m.

Present: Mayor De Vos, Councillors Arnelien, DeRyk, Goulden, Hill, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Matt Bernat, Bill Hawkins, Jeff Humble, Lonnie Kaal, Stu McFadyen, Darcy McLeod, Gord Bulmer and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

Canadian HIV/AIDS Awareness Week and World AIDS Day

A letter dated October 16, 2002 from the Canadian Public Health Association regarding a proclamation was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of November 24th to December 1st, 2002 as "HIV/AIDS Awareness Week" and that December 1st, 2002 proclaimed as "World AIDS Day" in the City of Yorkton.

That Recommendation No. 02-51 be approved as contained in the Municipal Planning Commission Meeting Minutes of November 6th, 2002 that the lane at Cloverdale Apartments be stub posted with bollards at the north end (between rear parking lot and Fenson Crescent) and left open at the entrance to the apartments from Fietz Street.

That Recommendation No. 02-54 be approved as contained in the Municipal Planning Commission Meeting Minutes of November 6th, 2002 that a Downtown Redevelopment Plan be developed by the Planner and Administration in co-operation with key stakeholders. Such a Plan should be developed in co-operation with stakeholders including, but not limited to, the Downtown Business Association, Tourism Yorkton, Yorkton Chamber of Commerce, Good Spirit REDA, The Heritage Commission etc.

Town of Unity – Capital Funding for Southern Airports

A letter dated November 7, 2002 from the Town of Unity regarding capital funding for Southern Airports was circulated for the consideration of Council.

ADMINISTRATIVE REPORTS

City Manager – Migration to New Cities Act

A memorandum dated November 13, 2002 from the City Manager regarding the move to the New Cities Act was circulated for the consideration of Council.

That the City of Yorkton, a municipality pursuant to The Urban Municipality Act, 1984, hereby indicates its intention to continue as a city pursuant to the provisions of, and under the authority granted by The Cities Act, effective January 1, 2003.

The City Clerk circulated a memorandum dated November 14, 2002 regarding the Health Levy Petition.

That the Council of the City of Yorkton refer the matter of the Health Levy Petition to the December 9, 2002 Regular Meeting of Council to provide for sufficient time to review the options available.

That we accept Recommendation No. C00086-2002 as contained in the Committee of the Whole Council Meeting Minutes of November 18, 2002 that all employees who were called in to work at City Hall the weekend of November 15th, 16th, and 17th, 2002 be paid two times their salary for the hours they worked, and that this amount be charged to the Fire Department.
