DECEMBER 9, 2002

 

Minutes of a Regular Council Meeting held on Monday, December 9, 2002 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors, Arnelien, DeRyk, Goulden, Hill, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Matt Bernat, Lonnie Kaal, Darcy McLeod, Jeff Humble, Bill Hawkins, Stu McFadyen, Darren Spelay, Michael Brenholen, and Mike Thorley. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

HEARING OF PETITIONS

Yorkton Youth Outreach Committee – Public Transportation

A letter dated November 28, 2002 from the Chair of the Yorkton Youth Outreach Committee was circulated for the consideration of Council. Ms. Tamara Dobmeier, Child and Youth Services was present in Council Chambers and made a presentation on improving the public transportation system for all citizens in Yorkton

Saskatchewan Crime Stoppers Presentation

A letter dated December 5, 2002 from the Saskatchewan Crime Stoppers was circulated for the consideration of Council.

Mr. Brian Cobb and Mrs. Gerry Peppler were in Council Chambers and Mr. Cobb gave a presentation to Council requesting a donation of $200.00 per year for their cause.

A memorandum dated November 27, 2002 from the Manager of Community Planning regarding a Proposed Residential Subdivision in the R.M. of Orkney No. 244 was circulated for the consideration of Council.

That the Council of the City of Yorkton reply to Saskatchewan Municipal Affairs and Housing indicating that the City objects to the approval of the proposed subdivision application for the SE Ό Section 2-25-4-W2nd as presented in the Saskatchewan Municipal Affairs and Housing letter of November 7, 2002, as it fails compliance with the Yorkton Planning District Development Plan Bylaw No. 13/94 and the Yorkton Planning District Zoning Bylaw No. Z2-94.

Proposed Subdivision – Alderwood Place

A memorandum dated December 5, 2002 from the Manager of Community Planning regarding a proposed Subdivision of SW Ό Section 35-25-4-2 in the City of Yorkton was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Mayor and City Clerk to issue a Certificate of Approval to the applicant to subdivide Proposed Lots 31-33, Block 61 (Alderwood Place) as the proposed subdivision meets all of the requirements of the City of Yorkton Zoning Bylaw 9/96, Section 9: Institutional (IN) Zoning District.

Director of Finance – Outstanding Utility Accounts

A memorandum dated December 2, 2002 from the Director of Finance regarding outstanding utility accounts was circulated for the consideration of Council.

Director of Finance – 2003 Schedule of Fees and Charges

A memorandum dated December 4, 2002 from the Director of Finance regarding revised fee schedule as directed by Council at the Regular Council Meeting of Monday, November 18, 2002 was circulated for the consideration of Council.

A memorandum dated December 5, 2002 from the Property Manager regarding fees for services, permits and business licenses was circulated for the consideration of Council.

Director of Public Works and Engineering – Water and Sewer Service Fees

A memorandum dated December 5, 2002 from the Director of Public Works and Engineering regarding the water and sewer service fees were circulated for the consideration of Council.

That the Council of the City of Yorkton adopt the water and sewer services fees as presented and amend Sewer and Water Connection Policy 10.80 and bring forward a bylaw to amend Schedule "B" of Bylaw No. 51/97.

Director of Leisure Services – 2003 Fees and Charges

A memorandum dated December 4, 2002 from the Director of Leisure Services regarding the 2003 Fees and Charges for his department was circulated for the consideration of Council.

City Clerk – Health Care Levy

A memorandum dated December 5, 2002 from the City Clerk/Director of Human Resources regarding consultation with the City Solicitor and the options available to Council regarding the Health Care Levy Petition was circulated for the consideration of Council.

The Chair was passed to the Deputy Mayor at 8:29 p.m. and reverted back at 8:32 p.m.

That the City of Yorkton proceed in accordance with Section 88 (1.1) of The Urban Municipality Act and apply to the Court by Notice of Motion for an Order directing a change to the wording of the Health Levy Petition to more clearly express the intent of the petitioners as the petition does not expressly state a question. The proposed question to be:

"Are you in favour of a Health Levy of $105.00 per year per household as part of the property taxes for the next four (4) years to fund the City’s 2.88 million dollar community commitment for equipment, and a new Multi-purpose Health Care Facility in the City of Yorkton."

Councillor Wegner – Meeting – Sunrise Health Region

Councillor Wegner suggested to Yorkton City Council that Council meet with the Sunrise Health Region and the MLA regarding concerns with regard to the Health Care system. It was suggested to meet early in the new year (2003).
