JANUARY 13, 2003

 

Minutes of a Regular Meeting of Council held on Monday, January 13, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Hill, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Matt Bernat, Darcy McLeod, Jeff Humble, Bill Hawkins, and Dean Clark. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

Mayor De Vos requested a moment of silence in memory of former Mayor and Councillor John Wytrykush who passed away on December 22, 2002.

HEARING OF PETITIONS

Tourism Yorkton Presentation

A letter dated December 16, 2002 from the President of Tourism Yorkton along with pertinent background information for their annual report were circulated for the consideration of Council.

Councillor Goulden declared a pecuniary interest for this item and left Council Chambers at 7:03 p.m.

Mr. Terry Wright, President of Tourism Yorkton was present in Council Chambers and gave a brief presentation on their behalf.

Councillor Goulden returned to Council Chambers at 7:13 p.m.

That Recommendation No. 03-03 regarding the realignment of Bradbrooke Drive and Gladstone Avenue South, as contained in the Municipal Planning Commission Meeting Minutes of January 8, 2003 be tabled to the 2003 budget item of this meeting.

Discussion was held on Recommendation No. 03-06 as contained in the Municipal Planning Commission Meeting Minutes of January 8, 2003. Administration was directed to bring a report to Council on the overall plan for traffic flow on King Street the possibility of traffic lights at the corner of King Street and No. 9 Highway.

The City Manager advised that there would be Public Consultation Meetings for the Development Plan and Zoning Bylaw on Thursday, January 16, 2003 at the Holiday Inn from 10:00 a.m. to 3:00 p.m. and 6:00 p.m. to 8:00 p.m. and Wednesday, January 22, 2003 from 10:00 a.m. to 3:00 p.m. and 6:00 p.m. to 8:00 p.m. at the Travelodge.

SUMA – Resolution on Revenue Sharing and Alternatives

A letter dated December 23, 2002 from SUMA to all City Mayors and Councils concerning early consideration of a resolution on Revenue Sharing and alternatives.

WHEREAS, public services and infrastructure provided by urban municipalities are a crucial part of the foundation needed to generate and sustain economic development; and

WHEREAS, urban municipalities in Saskatchewan are heavily dependent on property tax revenues, in contrast to the much broader income, sales and resource tax bases of the Provincial Government; and

WHEREAS, K-12 schools continue to consume a higher portion of property tax revenues in Saskatchewan than in other provinces, leaving less for municipal services; and

WHEREAS, provincial tax revenues are more responsive to the economic growth generated in our communities than are property taxes (e.g. provincial fuel tax revenues have risen more than twice as fast in the last decade as have property taxes); and

WHEREAS, municipal governments have received a much smaller and decreasing portion of the total tax pie while the provincial government has received a much larger and increasing portion; and

WHEREAS, provincial Revenue Sharing grants paid to urban municipalities still total less than the original level in 1978 and less than half the peak reached in the mid 1980’s;

Whereas, ongoing pressures on municipal services and infrastructure could force major property tax increases this year, if access to additional revenues is not achieved; and

WHEREAS, municipal access to user fees like road fuel taxes has already been implemented in other provinces, including British Columbia, Alberta, and Quebec;

THEREFORE, be it resolved that SUMA requests that the Provincial Government return at least $15 million more in Revenue Sharing grants for urban municipalities for 2003 or equivalent incremental funding in the form of a local road fuel tax, collected and distributed on a province-wide basis.
