Minutes of a Regular Meeting of Council held on Monday, March 10, 2003 in
Council Chambers City Hall commencing at 7:00 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Hill,
Wegner and Wyatt.
Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Darcy
McLeod, Staff Sgt. Gourlay. Recording: Bonnie Schenher
A quorum being present Mayor De Vos in the Chair called the meeting to order
at 7:00 p.m.

That the Committee of the Whole Council Meeting Minutes of February 24,
2003 be received and filed as presented.
HEARING OF PETITIONS
Society for the Involvement of Good Neighbours – 2003 Grant
A letter dated March 5, 2003 from the Society for the Involvement of Good
Neighbours (SIGN) in regards to their grant application was circulated for the
consideration of Council.
Mr. Tom Seeley and Bill Martin were present in Council Chambers. Mr. Tom
Seeley made a presentation on SIGN’s history and requested Council to consider
a category for community development in the proposed new policy for grants.
REPORTS OF COMMITTEES AND MATTERS REFERRED
City Clerk – Health Levy – Declaration of Results
Arnelien - DeRyk
That the Council of the City of Yorkton receive and file the Returning
Officer’s - Declaration of Results from the Health Levy Vote of Wednesday,
February 26, 2003 as follows; 2490 electors voted, 1313 in the affirmative and
1170 in the negative.
Community Grant Policy
Arnelien - DeRyk
That the Council of the City of Yorkton request Administration to amend
the Community Services Funding Policy as outlined and bring it back to the
Council meeting of Monday, March 24, 2003 for final approval.
Yorkton Indoor Games
Wegner - Arnelien
That the Council of the City of Yorkton approve the grant request of the
Yorkton Indoor Games Organizing Committee in the amount of $2,500 to come from
the Community Grant Policy Fund to host the Indoor Track meet on April 11th and
12th, 2003 at the Parkland Agriplex.
