REGULAR COUNCIL MEETING MINUTES

MARCH 24, 2003

Minutes of a Regular Meeting of Council held on Monday, March 24, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Wegner and Wyatt.

Absent: Councillor Dick DeRyk.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Bill Hawkins and Jeff Humble. Recording: Gloria Signarowski.

A quorum being present Mayor De Vos in the Chair called the meeting to order at 7:00 p.m.

HEARING OF PETITIONS

Canadian Cancer Society – Proclamation – April as Cancer Month

A letter dated February 14, 2003 from the President of the Canadian Cancer Society was circulated for the consideration of Council.

Ms. Julie Martinussen was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim "April as Cancer Month" in the City of Yorkton and to have a flag raising on Tuesday, April 1st, 2003 at 10:30 a.m. at City Hall Park.

Public Hearing – Zoning Bylaw No. 14/2003

Mr. Gino Astolphi of G.A. Construction Ltd. was present in Council Chambers to voice his concern on the change of rezoning on Parkview Road.

Mr. Astolphi was advised to contact his insurance company and that if he had further questions concerning the rezoning to contact City Administration.

Development Plan Bylaw No. 15/2003

There was no one present in Council Chambers to speak for or against the Development Plan Bylaw No. 15/2003.

REPORTS OF COMMITTEES AND MATTERS REFERRED

Community Grant Policy

A memorandum dated March 20, 2003 from the City Manager along with an amended Community Grant Policy as directed by Council were circulated for the consideration of Council.

That the Council of the City of Yorkton adopt the Community Grant Funding Policy as presented, that it form part of the City of Yorkton Policy Manual, and that the policy be reviewed annually.

Mayor De Vos and Councillor Hill opposed.

Protective Services Commission Meeting Minutes – March 18, 2003

That the Protective Services Commission Meeting Minutes of March 18, 2003 be received and filed as presented.

That the Council of the City of Yorkton accept Recommendation No. 03-07 as contained in the Protective Services Commission Meeting Minutes of March 18, 2003 that all City owned facilities be smoke free. The motion was withdrawn by the mover and seconder.

The City Manager will contact the City Solicitor to get a legal opinion on the implications of this issue and bring a report back in two weeks.

That the Council of the City of Yorkton accept Recommendation No. 03-08 as contained in the Protective Services Commission Meeting Minutes of March 18, 2003 that the City of Yorkton pursue the grant application for funding for a program co-sponsored through Health Canada and the Federation of Canadian Municipalities called "Smoke Free Public Places: You Can Get There".

That the Council of the City of Yorkton reply to Saskatchewan Municipal Affairs and Housing indicating that the City has no objections to the approval of the proposed subdivision application for the NE Ό Section 32-25-4-W2 as presented in the Saskatchewan Government Relations and Aboriginal Affairs letter of March 10, 2003 as it complies with the Yorkton Planning District Development Plan Bylaw No. 13/94 and the Yorkton Planning District Zoning Bylaw No. Z2-94.
