APRIL 7, 2003

Minutes of a Regular Council Meeting held on Monday, April 7, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Hill and Wyatt.

Absent: Councillor Lawrence Wegner.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Matt Bernat, Lonnie Kaal, Jeff Humble, Dean Clark and S/Sgt. Gourlay. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

Spring Clean Up Week – May 5 to 10, 2003

A memorandum dated April 7, 2003 from the Director of Public Works and Engineering regarding residential Spring Clean Up Week was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Mayor Phil

De Vos to proclaim the week of May 5th to May 10th, 2003 as "Spring Clean Up Week" in the City of Yorkton and that residential fees at the Sanitary Landfill for residents of the City of Yorkton, for cars, half-ton trucks and utility trailers, be waived for this week to encourage participation in helping to keep our community clean.

City Manager – Transportation Study

A memorandum dated April 4, 2003 from the City Manager regarding a transportation study was circulated for the consideration of Council.

That the City of Yorkton engage the services of Wardrop Engineering to complete a transportation study for the City of Yorkton, with Terms of Reference to be developed by the Director of Public Works and Engineering and that funds be taken from the dedicated reserve fund.

Director of Human Resources – Fire Fighter Arbitration

A memorandum dated April 2, 2003 from the Director of Human Resources regarding the Fire Fighters Arbitration was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Administration to proceed with the retroactive pay totaling $164,266.18 as a result of the Fire Fighters Arbitration Award, utilizing funds from the accumulated surplus at the end of the fiscal year, that authorization be given to have the proper signing officers execute the Collective Agreement with Fire Fighters Local 1527 for 1999 to 2001 providing for increases of 2%, 2%, 2% and 4% on December 31, 2001, that the City proceed to advertise for Temporary Fire Fighters and that we commence negotiations with the Fire Fighters for a new Collective Agreement.

Director of Finance – 2002 Year End

A memorandum dated March 28, 2003 from the Director of Finance regarding the 2002 Year End was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Director of Finance to transfer $450,000 of the 2002 surplus to the unspecified reserve account, and accept the attached statement as the final results of the year ended December 31st, 2002 depicting a surplus of $29,047.
