APRIL 28, 2003

Minutes of a Regular Council Meeting held on Monday, April 28, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Hill, Wegner and Wyatt.

Absent: Councillor Randy Goulden.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Bill Hawkins, Jeff Humble, Dean Clark, Darcy McLeod, and Michael Brenholen. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

HEARING OF PETITIONS

Yorkton Public School Division No. 93 – Former C.J. Houston School

A letter dated April 8, 2003 from the Yorkton Public School Division regarding the former C.J. Houston School was circulated for the consideration of Council.

Mr. Daryl Bode, Chairman of the Public School Board was present in Council Chambers to make a brief presentation regarding the former C.J. Houston School.

Canadian Mental Health Association

- Mental Health Week – May 5 to 11, 2003

A letter dated March 28, 2003 from the Canadian Mental Health Association requesting a proclamation was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of May 5th to 11th, 2003 as "Mental Health Week" in the City of Yorkton.

Parkland Right to Life – Respect for Life Week – May 11 to 17, 2003

A letter dated December 16, 2002 from the previous President of the Parkland Right To Life was circulated for the consideration of Council.

Mr. Richard Yaholnitsky, President of the Parkland Right to Life was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of May 11th to 17th, 2003 as "Respect for Life" week in the City of Yorkton.

Mr. Daryl Bode, Vice-Chairman of the Municipal Planning Commission was present in Council Chambers to speak to their recommendation regarding parking on King Street.

That the Council of the City of Yorkton approve Recommendation No. 03-010 as contained in the Leisure Services Commission Meeting Minutes of April 9, 2003 that the City establish a one year pilot project to adopt a two-day, 18-hole Member Tournament Rate for tournaments with more than 49 people at a cost of $25.00.

That the Council of the City of Yorkton approve Recommendation No. 03-016 as contained in the Leisure Services Commission Meeting Minutes of April 9, 2003 that the grant committee be renamed to "City Services Fund" and that the make up of the adjudication committee be as follows: two representatives from City Council, one representative from the Leisure Services Commission, one representative from Economic Development, one member at large, and that the City of Yorkton Staff Liaison be the Director of Finance.

Protective Services Commission Meeting Minutes – April 15, 2003

That the Protective Services Commission Meeting Minutes of April 15, 2003 be received and filed as presented.

Discussion was held on the Member Eligibility definition in the Commission Bylaws.

The Chair was moved to Deputy DeRyk at 7:42 p.m. and it reverted back at 7:45 p.m.

It was the consensus of Council that the Commission Bylaws should be amended by adding: "individuals who do not meet the eligibility requirements, may be appointed subject to a resolution of Council.

CORRESPONDENCE

Property Matter – Parking Zoning – Gladstone Avenue and Broadway Street

A letter dated April 15, 2003 from Mr. Jim Fulawka regarding 185 Broadway Street West was circulated for the consideration of Council.

That we proceed with the advertisement for the zoning on Gladstone Avenue and Broadway Street (Mr. J. Fulawka, 185 Broadway Street) and take the necessary steps to accommodate this parking issue, subject to the review of the Municipal Planning Commission and the formal approval process.

Bylaw No. 19/2003 – Protective Services Commission

A memorandum dated April 15, 2003 from the Director of Finance regarding the 2003 Budget was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Director of Finance to transfer $95,000 to an unspecified reserve account for special projects, and that the 2003 Budget be approved with total revenues of $18,861,360 and expenditures of $18,860,855, leaving a surplus of $505.
