MAY 12, 2003

Minutes of a Regular Council Meeting held on Monday, May 12, 2003 in Council Chambers, City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Hill, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jeff Humble, Bill Hawkins, Darcy McLeod, and Michael Brenholen. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

Mayor De Vos introduced the new Parkland Agriplex General Manager Mr. Don Kunkel.

Yorkton Parkland Committee on Problem Gambling – Proclamation

Problem Gambling Awareness Week – May 11 to 17, 2003

A letter dated April 23, 2003 from the Executive Director of SIGN regarding a proclamation was circulated for the consideration of Council.

Mr. Tom Seeley was present in Council Chambers to speak to this matter.

That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim the week of May 11 to 17, 2003 as "Problem Gambling Awareness Week" in the City of Yorkton.

Yorkton Downtown Business Association – Outdoor Art Program

A letter dated May 5, 2003 from the Chairman of the Downtown Business Association regarding an outdoor art program was circulated for the consideration of Council.

Mr. Barry Sharpe and Mrs. Merle Sherwin were present in Council Chambers to make a presentation to Council.

They have invited Karl Schutz the initiator of the Chemainus murals to Yorkton for seminars on this subject. It was requested that Mr. Schutz meet with City representatives, Mayor De Vos and City Manager to inform them of the program the Downtown Business Association is endeavouring to do.

That the Council of the City of Yorkton recognize the efforts of the Downtown Business Association and sub-committee Renaissance Yorkton Committee and give them moral support for the Outdoor Art Program.

There was no one present in Council Chambers to speak for or against the discretionary use application for 374 Gladstone Avenue South.

A letter dated April 24, 2003 from the R.M. of Orkney regarding York Lake Road was circulated for the consideration of Council.

That the Council of the City of Yorkton receive and file the letter dated April 24, 2003 from the R.M. of Orkney No. 244 regarding cost sharing to have the York Lake Road repaired.

It was the consensus of Council to authorize Administration to respond to the letter from the R.M. of Orkney No. 244 requesting their Council to meet with City Council to discuss various projects such as road maintenance, airports, fire fighting, landfill, and to research the possibility of applying for grants in partnerships for these types of issues.

Houston School for $1.00.

No. C00027-2003 as contained in the Committee of the Whole Council Meeting Minutes of May 12, 2003 that the City of Yorkton approves in principle the concept of the Multi-Purpose Recreation Facility with the Library renovations to be done on its existing site, at an approximate cost of $15 million.

Councillors Arnelien and Hill opposed.
