JUNE 16, 2003

 

Minutes of a Regular Meeting of Council held on Monday, June 16, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Hill, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Lonnie Kaal, Dean Clark, Bill Hawkins, Matt Bernat, Jeff Humble, Don Kunkel, Bonnie Schenher and Troy LaFreniere. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

Human Resources Centre of Canada for Students

Hire a Student Week – July 7 to 11, 2003

A letter dated May 22, 2003 from the Human Resource Centre of Canada for Students requesting a proclamation was circulated for the consideration of Council.

Tara Morin and Melissa Shuya were present in Council Chambers to speak to their request.

Proclamation – Fair Week – July 1st to 5th, 2003

A letter dated June 1, 2003 from the General Manager of the Parkland Agriplex regarding a proclamation was circulated for the consideration of Council.

Yorkton Exhibition Association

Cheque Presentation

A memorandum dated June 1, 2003 from the General Manager of the Parkland Agriplex regarding a cheque presentation was circulated for the consideration of Council.

Mr. Don Kunkel presented a cheque to Mayor Phil De Vos from the Yorkton Exhibition Association in the amount of $10,869.60 representing final payment of the loan for the Agri-Arena.

Mayor and Council – Proclamation

Yorkton 75th Celebration Day – June 17th, 2003.

The Municipal Heritage Advisory Sub-Commission circulated an invitation and Schedule of Events along with a proposed proclamation for Yorkton’s 75th Birthday as a City.

Mr. Gene Denischuk, Chairman of the Municipal Heritage Advisory Sub-Commission gave a brief presentation regarding this item.

A memorandum dated June 11, 2003 from the Manager of Community Planning regarding the appointment of a Development Appeals Board was circulated for the consideration of Council.

A memorandum from the Planning, Development and Building Services Department regarding appointments of Building Officials was circulated for the consideration of Council.

Agricultural Land Rentals for 2003 Crop Year

A memorandum dated June 13, 2003 from the Manager, Building Inspections and Property regarding agricultural land rental rate was circulated for the consideration of Council.

That the Council of the City of Yorkton set the agricultural land lease rate at $24.00 per acre for the 2003 crop year.

Director of Leisure Services

Yorkton Family Leisure Centre (Verbal Update)

The Director of Leisure Services gave an update on the Family Leisure Centre project. They have formed a Family Leisure Services Steering Committee consisting of Mayor De Vos, four staff members being Mr. Jeff Humble, Urban Planner, Mr. Darcy McLeod, Director of Leisure Services, Ms. Lonnie Kaal, Director of Finance, Mr. Michael Brenholen, Aquatics Supervisor, Mr. Don Kunkel, General Manager of the Parkland Agriplex, Mr. Todd Haas, Leisure Services Commission, Mr. Rob Kirkness, from the initial Multi-purpose Recreation Facility Committee, and Mr. Ernie Anuik, Yorkton Public Library Board.

Mr. Dave Ilsey, Mr. Vic Davies, Aquatics expert and Mr. Harry Jedlic were present in Council Chambers to answer any questions on the project.

The Library renovation will be a separate project and Mr. Anuik will be sitting on that committee. Kindrachuk Agrey Architects will be working on that project. User meetings and public input will be held for this project as well.

Councillor DeRyk wanted it clarified that the library renovations were to be included in the $15 million maximum dollars set aside for the Family Leisure Centre.

A power point presentation was given at this point.

A final design will be provided to Council for their meeting of July 14th, 2003.
