REGULAR COUNCIL MEETING MINUTES

JULY 14, 2003

Minutes of a Regular Meeting of Council held on Monday, July 14, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Hill, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Matt Bernat, Dean Clark, Darcy McLeod, Jeff Humble, Troy LaFreniere, Lonnie Kaal, Bonnie Schenher and Kelly Kaban. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

HEARING OF PETITIONS

James Lechman – Heavy Duty Truck Route and Parking Issues

A letter dated June 20, 2003 from Mr. James Lechman was circulated for the consideration of Council.

Mr. Lechman was not present in Council Chambers to speak to this issue.

Yorkton Chamber of Commerce – Proclamation

Agriculture Days – July 28 to 31, 2003

An e-mail received from the Yorkton Chamber of Commerce to the Mayor and Assistant City Clerk requesting a proclamation was circulated for the consideration of Council.

Mr. Jason Farrell and Ms. Donna Brothwell from the Chamber of Commerce were present in Council Chambers to make a brief presentation.

Mr. Farrell spoke on their behalf.

That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim July 28 to 31st as "Agriculture Days in Yorkton and Community" and to have the official flag raising on Monday, July 28th at 11:00 a.m. at the Chamber of Commerce office with a barbecue to follow.

Protective Services Commission Meeting Minutes – June 17, 2003

Mr. James Lechman, petitioner arrived in Council Chambers at 7:10 p.m. and it was the consensus of Council to allow him to speak to his concern of the Heavy Truck Route and parking issues in the City of Yorkton.

Mayor De Vos advised Mr. Lechman that Mr. Jeff Humble of the Municipal Planning Commission will be contacting him to attend a Municipal Planning Commission Meeting to discuss his concerns.

ADMINISTRATIVE REPORTS

Fire Chief – Fire Station Air Extraction System

A memorandum dated July 10, 2003 from the Fire Chief regarding a Fire Station Air Extraction System was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize taking $61,250.00 out of the reserve account (921-590-810) to install the requested equipment (air extraction system) and the necessary renovations to the Fire Hall as soon as possible, and to try to contact the other company one more time for a quote.

Councillors DeRyk and Wegner opposed.

UNFINISHED BUSINESS

Director of Leisure Services – Yorkton Family Leisure Centre

A memorandum dated July 10, 2003 from the Director of Leisure Services regarding the Yorkton Family Leisure Centre was circulated for the consideration of Council.

The Director of Leisure Services provided some updates on the progress of the plans and design for the Yorkton Family Leisure Centre providing extra costs.

He provided a power point presentation which included the changes following the meetings with the user groups and the public.

It was suggested that the group come back with more firm numbers and if required Council will hold a Special Meeting of Council in this regard.
