SEPTEMBER 8, 2003

 

Minutes of a Regular Meeting of Council held on Monday, September 8, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Hill, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Jeff Humble, Darcy McLeod, Brian Dudar, Dean Clark, Lonnie Kaal, Kelly Kaban and Don Kunkel. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

A letter from Mr. Tom Seeley, Executive Director of SIGN dated July 7, 2003 was circulated for the consideration of Council. Ms. Tamara Dobmeier from Mental Health was present in Council Chambers to speak to their request.

September 2003

A letter dated August 24, 2003 from the President and Executive Director of Big Brothers and Big Sisters was circulated for the consideration of Council. Mr. Gary Hutton, President was present in Council Chambers to speak to their request.

Bylaw No. 35/2003 – Lane Closure – Peter Pond Road and Hamilton Road

There were no petitioners present in Council Chambers to speak for or against the lane closure at Peter Pond Road and Hamilton Road.

Director of Finance – Debt Limit

There were no petitioners present in Council Chambers to speak for or against the Public Notice to establish a debt limit for the City of Yorkton.

Municipal Planning Commission Meeting Minutes – September 3, 2003

That the Municipal Planning Commission Meeting Minutes of September 3, 2003 be received and filed as presented.

Councillor Wegner inquired as to when the King Street issue would be coming back to Council as it has been referred to the Municipal Planning Commission. The City Manager advised that he should be able to have a report to Council on the King Street issue for the October 6, 2003 Council Meeting.

Councillor DeRyk inquired as to the moratorium that had been placed on the King Street Parking issue. Council passed a resolution in June that no changes be made until November of 2003.

CORRESPONDENCE

Saskatchewan Learning – Minister’s Order Establishing the

York School Division No. 36 of Saskatchewan

A memorandum dated August 20, 2003 from the Department of Learning along with a copy of the Minister’s Order establishing the York School Division No. 36 of Saskatchewan was circulated for the consideration of Council.

The City Clerk/Director of Human Resources advised that Council has to set the polling places in accordance with The Local Government Elections Act for the School Division, and due to the very short notice for having to run the election, Administration is requesting Council pass a resolution authorizing the Returning Officer to establish polling places and polling areas.

Director of Finance – Debt Limit

A memorandum dated August 25, 2003 from the Director of Finance regarding the debt limit was circulated for the consideration of Council.

That the Council of the City of Yorkton make application to the Saskatchewan Municipal Board to establish a long-term debt limit of $25,000,000 with the proviso that general debt excluding utility and land operations does not exceed $15,000,000.

2004-2006 Canada-Saskatchewan Infrastructure Program

A memorandum dated September 2, 2003 from the Director of Finance regarding the 2004-2006 Canada-Saskatchewan Infrastructure Program was circulated for the consideration of Council.

That the Council of the City of Yorkton instruct Administration to apply for funding in the amount of $770,450 under the Canada-Saskatchewan Infrastructure Program for the Yorkton Family Leisure Centre.

Residential Subdivision – R.M. of Orkney – NE Ό 2-25-4-2 (Johanson)

A memorandum dated August 12, 2003 from the Manager of Community Planning regarding a proposed residential subdivision in the R.M. of Orkney No. 244 was circulated for the consideration of Council.

That the Council of the City of Yorkton has no objection to the proposed subdivision application of Mark Johanson for the NE Ό Section 2-25-4-2 as presented in the Saskatchewan Government Relations and Aboriginal Affairs – Community Planning letter of August 6, 2003, as it complies with the Yorkton Planning District Development Plan Bylaw No. 13/94 and the Yorkton Planning District Zoning Bylaw No. Z2-94.

Public Utility Subdivision – R.M. of Orkney – NW Ό 28-25-4-2 (Rhinas)

A memorandum dated August 18, 2003 from the Manager of Community Planning regarding a proposed public utility subdivision in the R.M. of Orkney No. 244 was circulated for the consideration of Council.

That the Council of the City of Yorkton recommends approval to the Province of Saskatchewan –Community Planning for the proposed subdivision application of Randall Rhinas (Well #13) for the NW Ό Section 28-25-4-2, as it complies with the Yorkton Planning District Development Plan Bylaw No. 13/94 and the Yorkton Planning District Zoning Bylaw No. Z2-94 (Section 5.2)".

UNFINISHED BUSINESS

West Nile Update

The City Manager gave a verbal update on the West Nile issue after meetings held with the Public Health Officer in the City of Yorkton. He provided information regarding the West Nile infestation.

Mr. Brian Dudar, Parks Supervisor was present and gave a brief summary of what the City has done. The City has done larviciding since May within a 5 km radius of the City. The weather has helped at lot, population in pools of water have been 20 –50 in a trap per night. Rain barrels should be covered and there are products to put in rain barrels, pools, etc. which are very effective.

It was suggested to have a booth at trade shows to inform the public. West Nile will move on but the mosquitoes will still be here. If you get West Nile you become immune to it.

City Manager – Liquor Board Store

That we accept Recommendation No. C00046-2003 as contained in the Committee of the Whole Council Meeting of September 8, 2003:

    1. That the final value for acquisition and demolition of 42 Broadway (Mark Building) be transferred to the Land Development Fund for future development.
    2. That Council authorize the expenditure of approximately $95,000 for preparation of paving of parking lot, cost of sidewalk work on Third Avenue South, site lighting, walkway between liquor store and parking lot and survey costs.
    3. That Council authorize a further expenditure of approximately $25,000 for landscaping of the parking lot, Third Avenue South and the site of 42 Broadway Street.
    4. That any shortfall after taking into consideration Items 1,2 & 3 above, be taken from reserve account #802027-020 (Industrial/Economic Development) anticipated to be approximately $115,000.

That we accept Recommendation No. C00050-2003 reconsidering of Recommendation No. C00048-2003 as contained in the Committee of the Whole Council Minutes of September 8, 2003 that Council offer Option 1 & 2 and vacation credits outlined in Option 3 and delete February 16, 2004 to June 30, 2004 in the amount of $32,842.90 as contained in the City Manager’s memorandum dated September 2, 2003, subject to a confidentiality clause.
