SEPTEMBER 22, 2003

 

Minutes of a Regular Meeting of Council held on Monday, September 22, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Wegner and Wyatt.

Absent: Councillors DeRyk and Hill.

Staff Members Present: Wayne Jensen, Bill Hawkins, Lonnie Kaal and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

United Way Week – October 6th to 10th, 2003

A letter dated September 5, 2003 from the President of the Yorkton & District United Way was circulated for the consideration of Council.

Mr. Tony Hallett was present to speak to their request.

That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim the week of October 6th to 10th, 2003 as "United Way Week" in the City of Yorkton and to have their flag raised at 10:00 a.m. on October 6th, 2003 at City Hall Park.

That Council accept Motion No. 03-044 as contained in the Leisure Services Commission Meeting Minutes of September 10, 2003 that the membership of the Centennial Sub-Commission be established as follows:

Municipal Heritage Sub-Commission Representative – Dianne Holfeld

Members at Large – Judy Hughes, Deb Schmidt, Gerry Smysnuik, Adelyne Bobowski, Sharon Bittner, Sandra McColl, Larry Pearen and Gwen Just.

That consideration of Motion No. 03-045 as contained in the Leisure Services Commission Meeting Minutes of September 10, 2003, that half of the surplus of the City Services Fund in the years 2003 and 2004 be allocated to a reserve account to be used for projects established by the Centennial Sub-Commission, be postponed until the Centennial Sub-Commission has met and a preliminary budget established.

ADMINISTRATIVE REPORTS

City Clerk – Policy Amendments

-RCMP Security Clearance Fees Policy 10.150

A memorandum dated September 18, 2003 from the City Clerk/Director of Human Resources regarding policy amendments was circulated for the consideration of Council.

It was the consensus of Council that Administration go back to the RCMP and ask for a flat rate for organizations for RCMP clearances and bring back a report for the next meeting of Council.

-Charges for Public Information Policy 10.60

That Schedule "A" of the Charges for Public Information Policy 10.60 be amended as presented by adding a Notary Public fee of $10.00 per signature plus GST and changing Water and Sewer Billing History to $5.00 under Other Services.

Tax Department – Tax Enforcement Proceedings

A memorandum dated September 16, 2003 from the Tax Department regarding tax enforcement proceedings was circulated for the consideration of Council.

The Director of Finance summarized the memorandum presented.

That authorization be granted under Section 22 of The Tax Enforcement Act to proceed with an application for "Six Month Notice" for title for the 20 properties outlined in the memorandum of September 16, 2003 and that Administration be authorized not to commence proceedings on any properties where a reasonable effort is being made to pay arrears of taxes.

City Manager – Proposed Alteration of Boundaries

A memorandum dated September 17, 2003 from the City Manager regarding proposed alteration of boundaries was circulated for the consideration of Council.

That the Council of the City of Yorkton proceed to provide public notice of its intention to alter the boundaries of the City of Yorkton by adding the NW Ό of 25-25-4-W2nd to the city’s boundaries and withdrawing the said land from the Rural Municipality of Orkney No. 244.
