OCTOBER 6, 2003

 

Minutes of a Regular Meeting of Council held on Monday, October 6, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, DeRyk, Goulden, Hill, Wegner and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Jeff Humble, Troy LaFreniere, Bill Hawkins, S/Sgt. Gourlay, Don Kunkel, and Darcy McLeod. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

HEARING OF PETITIONS

Yorkton Public Library – Proclamation

Saskatchewan Library Week – October 19th to 25th, 2003

A letter dated September 24, 2003 from the Chief Librarian was circulated for the consideration of Council.

Ms. Melody Wood, Chief Librarian of the Yorkton Public Library was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim the week of October 19th to 24th, 2003 as Saskatchewan Library Week" in the City of Yorkton.

REPORTS OF COMMITTEES AND MATTERS REFERRED

Municipal Planning Commission Meeting Minutes – October 1, 2003

That the Municipal Planning Commission Meeting Minutes of October 1, 2003 be received and filed as presented.

That the Council of the City of Yorkton accept Recommendation No. 03-32 as contained in the Municipal Planning Commission Meeting Minutes of October 1, 2003 that commercial vehicles between 4,500 and 9,000 kg be permitted to park on private property in residential areas once per seven days for no more than 48 hours, and that such vehicles shall not be permitted to idle for more than 15 minutes.

Carried.***

The City Manager advised that changes to the Traffic Bylaw and Zoning Bylaw would be required to implement this recommendation.

Councillor DeRyk advised that a questionnaire has been sent out in the water bills to gather input from the public for the potential redevelopment of the downtown. There will be focus groups and discussions with interested residents and organizations to formulate a long term plan for what the City can be doing in this area.

That the Council of the City of Yorkton accept Recommendation No. 03-033 as contained in the Municipal Planning Commission Meeting Minutes of October 1, 2003 that the Commission continue to postpone a decision on this matter until after November 1, 2003 to allow the Consultant to have an opportunity to develop recommendations to adequately address the King Street on-street parking concerns and the concerns of the residents.

Protective Services Commission

Smoke –Free Public Places – Heather Crowe

Councillor Janet Hill advised that the Protective Services Commission is working on smoke- free public places in the City of Yorkton. As part of the public awareness process, they will have Heather Crowe speak on October 16, 2003 at St. Gerard’s Hall at noon. The Commission invites Council and the general public to attend.

ADMINISTRATIVE REPORTS

Engineering Assistant – Saturday Bus Service – Ridership Review

A memorandum dated October 1, 2003 from the Engineering Assistant regarding the Transit System Review was circulated for the consideration of Council.

That the dial-a-bus transit hours of operation remain as is, and that an additional hour of service starting at 9:00 a.m. be added on Saturdays commencing as soon as convenient, and that this change in the transit schedule be reviewed in April 2004.

R.C.M.P. Security Clearance Fees Policy 10.150

A memorandum dated October 2, 2003 from the City Clerk/Director of Human Resources regarding City of Yorkton Policy No. 10.150 was circulated for the consideration of Council.

That the RCMP Security Clearance Fees Policy 10.150 be amended as presented to provide for a reduced fee of ten dollars ($10.00) for non-profit groups and organizations involved in the supervision of youth.

Court Liaison Officer Appointment

A memorandum dated October 3, 2003 from the City Clerk/Director of Human Resources regarding the Court Liaison Officer Position was circulated for the consideration of Council.

That the Council of the City of Yorkton appoint Mr. Dale Schmidt, Court Liaison Officer pursuant to Section 337 (1) of The Cities Act to represent the City in the prosecution of municipal bylaws.

UNFINISHED BUSINESS

Councillor Lawrence Wegner advised of comments he has received from the public asking how much the Leisure Centre is going to cost. He made a suggestion that Council give direction to Administration to put in the next City Page ad an information fact sheet to highlight to the citizens of Yorkton what the projected deficits may be for this project. Residents would appreciate an indication of what type of mill rate they will be looking at and how much their taxes will be going up.

It was the consensus of Council that Administration will undertake to do this.

S/Sgt. Gerry Gourlay – RCMP Shift Schedules

That we accept Recommendation No. C00053-2003 as contained in the Committee of the Whole Council Meeting Minutes of October 6, 2003 that the Council of the City of Yorkton support the business plan for the RCMP to maintain ten hour shifts and provide a letter of support to that effect.
