NOVEMBER 3, 2003

 

Minutes of a Regular Meeting of Council held on Monday, November 3, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Dean Clark, Darcy McLeod, Bill Hawkins, Jeff Humble, Don Kunkel, Troy LaFreniere and Kelly Kaban. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

HEARING OF PETITIONS

The Royal Canadian Legion – Proclamation – Veterans Week

November 5th to 11th, 2003.

A letter dated September 10th, 2003 from the Secretary/Manager of The Royal Canadian Legion was circulated for the consideration of Council.

Mr. Ross Gilbert and Ms. Linda McCulough were present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of November 5th to 11th, 2003 as "Veterans Week" in the City of Yorkton and also to raise their flag on Wednesday, November 5, 2003, 10:00 a.m. at City Hall Park.

Canadian Institute of Planners and Association of Professional Community Planners of Saskatchewan – Proclamation – World Town Planning Day

November 8th, 2003.

A memorandum dated October 20, 2003 from the President of the Association of Professional Community Planners of Saskatchewan was circulated for the consideration of Council.

Mr. Jeff Humble, Director of Planning and Engineering for the City of Yorkton, spoke to their request.

Canadian Diabetes Association – Proclamation –

Diabetes Awareness Month – November 2003

A letter dated September 23, 2003 from the Past President of the Canadian Diabetes Association, Yorkton & District Branch was circulated for the consideration of Council.

Mrs. Laurie Miller was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the month of November 2003 as "Πiabetes Awareness Month" in the City of Yorkton.

ConAgra Grain – Turning Lanes, Sign Access, Brush Removal

A letter dated September 18, 2003 from the Terminal Manager at ConAgra Foods, Inc. was circulated for the consideration of Council.

Mr. Dale Hetland was present in Council Chambers to speak to his request.

That the Council of the City of Yorkton provide verbal support to ConAgra Grain, and decline financial support at this time.

Councillors Hill and Wyatt opposed.

CORRESPONDENCE

Town of Langenburg – Canadian Pacific Railway

A letter dated October 22, 2003 from the Town Administrator of the Town of Langenburg along with letters dated August 28, 2003 and September 25, 2003 from CPR and a letter dated September 8, 2003 from the Town of Langenburg were circulated for the consideration of Council.

That the Council of the City of Yorkton write a letter of support to lobby Canadian Pacific Railway to immediately undertake the repairs and restore the rail line to a safe condition.

That Bylaw No. 41/2003, a Bylaw of the City of Yorkton to appoint Councillor Les Arnelien as Deputy Mayor for the months of November and December 2003 and January 2004, and until his successor is appointed be read a third time this 3rd day of November A.D. after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton.

ADMINISTRATIVE REPORTS

City Engineer – Transit and Sask. Abilities Bus Purchases

A memorandum dated October 28, 2003 from the City Engineer regarding Transit and Sask. Abilities Bus Purchases was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the purchase of both an Abilities bus and a Transit bus for a total of $190,000, with proceeds to come from the provincial grant, reserves, and trade-ins of the 1997 Chev Abilities bus and the 1997 Ford ELF bus.

Personnel – Retirement Policy – Jack Ross

That we accept Recommendation No. C00055-2003 as contained in the Committee of the Whole Council Meeting Minutes of November 3, 2003 that we approve the request from Mr. Jack Ross for a retirement package, pay for 38 days at a cost of $4,673 on the condition that C.U.P.E. Local 342 sign a Letter of Understanding accepting this as a one-time payment for this employee and subject to a confidentiality clause.

Councillors Arnelien, Goulden and Maloney opposed.

SUMA MERITORIOIUS SERVICE AWARDS

That we accept Recommendation No. C00056-2003 as contained in the Committee of the Whole Council Meeting Minutes of November 3, 2003 that we submit the names of four employees (Doug Ruf, Fran Brimacombe, Denise Parsons and John Krawetz) for Meritorious Service Awards at the SUMA Convention in 2004, as suggested by the SUMA representative.
