DECEMBER 8, 2003

 

Minutes of a Regular Meeting held on Monday, December 8, 2003 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Schmidt and Wyatt.

Absent: Councillor Bob Maloney.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Darcy McLeod, Don Kunkel, and Bill Hawkins. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair, called the meeting to order at 7:00 p.m.

ADMINISTRATIVE REPORTS

City Manager – Deer Park Golf Course

A memorandum dated November 25, 2003 from the City Manager regarding the Deer Park Golf Course was circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the construction of a new green and forward tee box for Hole #1 at Deer Park Municipal Golf Course, the Deer Park Pro Am Committee and the Deer Park Men’s Club to contribute $38,000 to the project, and that the shortfall of $17,000 be funded by the City of Yorkton on an interim basis, and further that the Deer Park Pro Am Committee and Deer Park Men’s Club commit in an agreement with the City to repay the City portion of the project over a two-year period.

City Clerk – SUMA Resolution – Smoking in Public Places

A memorandum dated November 24, 2003 from the City Clerk regarding a proposed resolution to be sent to SUMA for inclusion in the 2004 Conference Resolutions.

That the Council of the City of Yorkton forward the following resolution to the SUMA Convention in 2004:

Whereas, the City of Yorkton recently underwent a survey, subsequent to sponsorship from the Federation of Canadian Municipalities for Smoke Free Public Places and the results of the survey were 73% in favour of supporting smoke free Public Places in the City of Yorkton;

AND WHEREAS the residents of the City of Moose Jaw in a recent plebiscite overwhelmingly supported Smoke Free Public Places without any exceptions;

AND WHEREAS other surveys conducted in the Province of Saskatchewan and across Canada have shown overwhelming support in the number of people who are in favour of Smoke Free Public Places;

AND WHEREAS the Province of Manitoba has implemented this legislation in response to the interest of public safety;

THEREFORE BE IT RESOLVED THAT the Saskatchewan Urban Municipalities Association request the Province of Saskatchewan to amend The Tobacco Control Act to provide for Smoke Free Public Places in recognition of public safety and in consideration of the interests and wishes of the residents of this Province.

Director of Leisure Services – Green Streets Canada Grant Application

A memorandum from the Director of Leisure Services dated December 2, 2003 regarding a Green Streets Canada Grant Application was circulated for the consideration of Council.

That the Council of the City of Yorkton approve the application to Green Streets Canada as follows:

WHEREAS the Tree Canada Foundation’s Green Streets Canada Program provides financial assistance to municipalities for tree programs in urban areas;

AND WHEREAS Green Streets Canada requires a municipal Council to commit to an urban forestry program that will enhance the Corporations existing program, foster community involvement and enhance public awareness of the benefits of trees;

AND WHEREAS the Department of Leisure Services has detailed an enhanced urban forestry program that, with funding assistance from Green Streets Canada will see urban forestry activities in Yorkton increase;

AND WHEREAS the application for Green Streets Canada requires written consent from the Mayor and Council’

THEREFORE BE IT RESOLVED THAT Council affirms the City of Yorkton’s commitment to Green Streets Canada, thereby confirming that municipal funding of $5,000.00 will be available, if our application to Green Streets Canada is successful, as outlined in our application.

That we accept Recommendation No. C00066-2003 as contained in the Committee of the Whole Council Meeting held on Monday, December 8, 2003 that the City of Yorkton establish an additional subclass for the 2004 tax year to include "Large enclosed mall" with actual mill rates of this class to be included in the annual Mill Rate Bylaw.

That we accept Recommendation No. C00068-2003 as contained in the Committee of the Whole Council Meeting Minutes of December 8, 2003 that the City of Yorkton accept the recommendation of Task Construction Management Inc. as outlined in their letter of December 5, 2003 to reject all tenders regarding the pre-engineered metal building and metal cladding tenders for the Family Leisure Centre, and re-tender to determine which bidder can perform all of the required work for the lowest price.

Personnel Matter – Out-of-scope Benefit Allocation {27.10(f)(iv)}

That the Council of the City of Yorkton authorize Administration to flat line the benefit allocation for out-of-scope staff for 2004 in the amount of $80.00 per month per full time employee rather than on a per grid basis as provided for in Resolution No. R00479-2001.
