REGULAR COUNCIL MEETING MINUTES

JANUARY 5, 2004

Minutes of a Regular Council Meeting held on Monday, January 5, 2004 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Darcy McLeod, Bill Hawkins, Jeff Humble, Troy LaFreniere, Gord Bulmer, Dean Clark, and Kelly Kaban. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt extended thanks to Public Works and the Management and Staff who did an excellent job cleaning up after the blizzard.

Councillor Schmidt extended best wishes to those who observe the Julian Calendar and Councillor Goulden gave greetings in Ukrainian for a Merry Christmas and a Happy New Year.

Councillor Arnelien congratulated the Tamara Mehling curling team who participated in the Northern Junior Women’s Championship in Foam Lake and won the "C" Event. They will attend the Provincials in Saskatoon this coming weekend. The team is skipped by Tamara Mehling, Third – Megan Sharp, Second Sara Kreway and the Lead – Jenna Arnelien.

Councillor Hill thanked Council and City Staff for the flowers sent in the event of the passing of her Father.

Mayor Phil De Vos on behalf of City Council and residents of the City of Yorkton, sent our regrets to the City of Moose Jaw for the fire they had there.

A letter dated December 11, 2003 from the President of Tourism Yorkton along with the 2003 Annual Report was circulated for the consideration of Council.

Mr. Terry Wright, President of Tourism Yorkton was present to speak to their Annual Report.

Mr. Evan Ortynsky, Chairman of the Good Spirit REDA Board was present in Council Chambers to speak to their Annual Report.

Leisure Services Commission Meeting Minutes – December 16, 2003

A memorandum dated December 18, 2003 from the Director of Leisure Services along with a copy of Bylaw No. 1/2004 were circulated for the consideration of Council.

That Bylaw No. 1/2004, a Bylaw of the City of Yorkton to provide for the control and to regulate the operation of cemeteries within the City limits be introduced and read a first time this 5th day of January A.D. 2004.

That Bylaw No. 1/2004 be amended on Page 3, Item 7 to delete the word "bodies" and replace it with "remains".

That Bylaw No. 1/2004, a Bylaw of the City of Yorkton to provide for the control and to regulate the operation of cemeteries within the City limits be read a third time as amended this 5th day of January A.D. 2004 after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton.

City Clerk –

Yorkton Society for the Prevention of Cruelty to Animals Inc.

Agreement/Contract Renewal

A memorandum dated December 24, 2003 from the City Clerk/Director of Human Resources along with a copy of an existing agreement with the Society for the Prevention of Cruelty to Animals Inc. were circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the proper signing officers to execute an agreement with the Yorkton Society for the Prevention of Cruelty to Animals Inc. agreement with an increase of $100 per month ($1,900.00) for the year 2004.

York Lake Regional Park/City of Yorkton Sponsorship

A memorandum from the City Clerk/Director of Human Resources dated December 24, 2003 along with a letter from the Administrator of the York Lake Regional Park Authority under the date of December 24, 2003 were circulated for the consideration of Council.

That the Council of the City of Yorkton extend the lease agreement and waive the rental amount of $3,360.000 for the York Lake Regional Park Authority for use of office space in City Hall for the period January 1, 2004 to December 31, 2006 and that the City continue to be designated as the sponsoring municipality.

Tax Status Prairie Harvest – 70 Melrose Avenue

A memorandum dated December 24, 2003 from the Director of Finance regarding the property at 70 Melrose Avenue was circulated for the consideration of Council.

That the Council of the City of Yorkton give consideration to Prairie Harvest Christian Life Centre Inc. to exempt assessment of $547,606 on the old portion of the building located on 70 Melrose Avenue for the 2004 taxation year and further, that Administration review the place of worship and determine exemptions on the newer portion of the building together with appropriate land exemptions based on existing criteria.

It was agreed that a Task Force Committee comprised of Councillors Hill and Schmidt and Mayor Phil De Vos will meet with all churches regarding taxes.

Outstanding Utility Accounts

A memorandum dated December 22, 2003 from the Director of Finance regarding outstanding utility accounts was circulated for the consideration of Council.

That the Council of the City of Yorkton set a fee of $125.00 over and above our connection fee which would total $225.00 for a deposit for renters to have water connected.

A lengthy discussion was held on this item and direction was for Administration to review the Bylaw for water and sewer rates and bring back a report to the January 26th, 2004 Council Meeting.

Councillor Wyatt withdrew Motion No. R00018-2004 with the consent of the seconder and the majority of Council.

That the Council of the City of Yorkton grant Administration authority to write-off the attached list of outstanding utility accounts totaling $15,736.85 for 2003.

City Manager- Fairview Arms – Partnership

A memorandum dated December 24, 2003 from the City Manager regarding Fairview Arms partnership was circulated for the consideration of Council.

That the Council of the City of Yorkton allocate the excess funds from Fairview Arms Project in the amount of $116,000 to the retrofit of the Yorkton Public Library Facility.

Revenue Sharing

A memorandum dated January 2, 2004 from the City Manager regarding Revenue Sharing was circulated for the consideration of Council.

The City Manager reviewed the memorandum with the attachments for Council’s consideration.

That the Council of the City of Yorkton give direction to the City Manager to discuss Option No. 2 – 2 Tier per capita Revenue Sharing at $50 & $60 at the City Manager’s meeting in Saskatoon on January 14, 2004.

GIVING NOTICE OF MOTION

Mayor Phil De Vos – City Mayor’s Caucus

That the Council of the City of Yorkton carry out the following resolution on the formalization of the City Mayor’s Caucus:

We confirm and approve of the following resolution adopted by the Mayor’s Caucus at their Fall Meeting held in Moose Jaw, Saskatchewan on September 17 and 18, 2003 and further revised at their meeting of November 7, 2003 in Saskatoon.

  1. The Saskatchewan City Mayor’s Caucus be formalized and be authorized to hire a part-time Administrator to work from their home using SUMA and other City Administration as support.
  2. The part-time Administrator is to attend all City Mayor’s meetings to support the Mayor’s Caucus and to arrange for all communications, media releases and news conferences.
  3. SUMA will be requested to reallocate up to an amount of $20,000.00 from the annual membership fees contributed by the cities to finance the annual costs associated with formalization of the City Mayor’s Caucus.
  4. In the event SUMA cannot provide any or all requested funding, each city be requested to contribute an equal amount to cover the required funding.
