REGULAR COUNCIL MEETING

JANUARY 26, 2004

 

Minutes of a Regular Meeting of Council held on Monday, January 26, 2004 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Deputy Mayor Les Arnelien, Councillors Goulden, Hill, Maloney, Schmidt and Wyatt.

Absent: Mayor Phil De Vos.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Darcy McLeod, Bill Hawkins, Jeff Humble, Troy LaFreniere, Dean Clark, Kelly Kaban, Don Kunkel, and Cindy Alcorn. Recording: Gloria Signarowski.

A quorum being present Deputy Mayor Les Arnelien in the Chair called the meeting to order at 7:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Deputy Mayor Arnelien read out comments by Mayor De Vos advising that he was attending the presentation of the Saskatchewan Honor of Merit to Margaret Cugnet in Saskatoon.

Councillor Goulden wished to thank the Yorkton Snowriders for the many groomed trails in our area that bring guests and visitors to our City.

Councillor Schmidt acknowledged the hard work of the committee for the 2003 Police Hockey Tournament that was held this past weekend in Yorkton.

Councillor Maloney congratulated the Prairie Women on snowmobiles who rode through Yorkton this weekend raising money for breast cancer research.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Chamber of Commerce – Funding of the New Leisure Facility

A letter received January 21, 2004 from the Manager of the Yorkton Chamber of Commerce, along with a funding proposal on the Leisure Facility were presented to the Council of the City of Yorkton.

Mr. Kent Latimer was present in Council Chambers to speak to their request.

He advised that the Chamber of Commerce is completely in favour of this project but feel that a lesser commercial tax increase will better serve the community in the long run.

Mr. Latimer was thanked for his presentation.

That the Council of the City of Yorkton accept recommendation No. 04-03 as contained in the Protective Services Commission Meeting Minutes of January 20, 2004 that Council have Administration prepare a Dangerous Goods Route Bylaw in DRAFT from to be completed by April 2004 in order for the Protective Services Commission to review this Bylaw before making a recommendation to Council to pass the Bylaw.

Manager of Building Inspections & Property – Appointment of Building Officials

A memorandum dated January 8, 2004 from the Manager of Building Inspections and Property advising of appointments of Building Officials was circulated for the consideration of Council.

City Manager – Deputy Mayor Resolution

A memorandum dated January 19, 2004 from the City Manager requesting a resolution to appoint a Deputy Mayor was circulated for the consideration of Council.

That the Council of the City of Yorkton in accordance with Section 5.1 of Procedure Bylaw No. 45/2003, appoint Councillor Janet Hill as Deputy Mayor for the months of February, March and April 2004 or until her successor is appointed.

Director of Planning and Engineering

Family Leisure Centre Site Development Costs

A memorandum dated December 30, 2003 from the Director of Planning and Engineering regarding the Family Leisure Centre Site Development costs was circulated for the consideration of Council.

The Director of Planning and Engineering gave clarification regarding cost reduction options for the Yorkton Family Leisure Centre.

That the Council of the City of Yorkton direct Administration to review the Leisure Facility Site Plan in detail with the intent of identifying potential cost savings via plan modification and construction/management alternatives; and that Administration be directed to identify funding opportunities within the 2004 – 2005 Capital Budgets to fund the proposed improvements.

Director of Finance – Utility Account Write-offs

A memorandum dated January 22, 2004 from the Director of Finance regarding utility account write-offs was circulated for the consideration of Council.

That the Council of the City of Yorkton raise the deposit fee for water connects to $225.00 with the same refund policy that we have in place now.

The motion was lost for lack of a seconder.

Councillor Wyatt opposed.

UNFINISHED BUSINESS

Director of Planning and Engineering – Sidewalk Snow Plow (Verbal)

The City Manager gave a verbal report on the sidewalk snowplow. The 1975 Bombardier sidewalk snowplow has burnt and it will have to be replaced if Council wishes to continue to provide sidewalk snow removal services. The Public Works Manager advised the City Manager that a good used 2001 sidewalk plow will cost $65,000 less the amount received from insurance. This cost could come out of the fleet vehicle account. Council requested Administration to proceed accordingly.

Director of Finance – Preliminary Year End

A memorandum dated January 21, 2004 from the Director of Finance regarding preliminary year-end was circulated for the consideration of Council.

That the Council of the City of Yorkton instruct Administration to transfer the estimated surplus of $410,000 for the 2003 year end to the unspecified reserve account.

Councillor Hill opposed.

That the Council of the City of Yorkton authorize Administration to: 1) Transfer $68,000 to surfaced streets reserve

2) Transfer $17,000 to computer reserve

3) Crystallize land project and transfer $71,000 to Industrial/Economic Development reserve and

4) Transfer $15,000 from City Services Fund grants to accounts payable for 2003.
