Minutes of a Regular Meeting of Council held on Monday, February 23, 2004 in
Council Chambers City Hall commencing at 7:00 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney,
Schmidt and Wyatt.
Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jeff
Humble, Bill Hawkins, Darcy McLeod, Dean Clark, Don Kunkel and Cindy Alcorn.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to
order at 7:00 p.m.
APPROVAL OF AGENDA
That the Regular Council Agenda be approved for this Meeting of Council as
Councillor Goulden thanked the volunteers for the good work at the toy and
collectible show this weekend.
Councillor Schmidt acknowledge the citizens who follow Councils
undertakings by watching the Council Meetings over Access Communications.
Councillor Maloney congratulated the volunteers at Snowarama who raised
$85,069.00 on Saturday, February 21, 2004, for Camp Easter Seal for the kids.
Barry Bradshaw, John Denysek, the Sno Riders Club and many volunteers have done
a tremendous job for Snowarama. Congratulations.
Mayor Phil De Vos, reminded everyone that the Chamber of Commerce, Celebrate
Success Awards was coming up on March 11, 2004. He congratulated Staff Members
at the Aquatic Centre who won the Hub Guthridge award for certifying the most
lifeguards and lifesavers in Saskatchewan outside of Regina and Saskatoon.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
The Godfrey Dean Art Gallery 2003 Annual Report
A letter dated February 18, 2004 from the Director/Head of Programming at the
Godfrey Dean Art Gallery along with the 2003 Annual Report were circulated for
the consideration of Council.
Mr. Dick DeRyk and Ms. Brenda Sherring were present in Council Chambers to
speak to their request.
They requested a renewal of the contract with the City of Yorkton plus an
additional $5,000 for 2004.
That the Council of the City of Yorkton receive and file the 2003 Annual
Report from the Godfrey Dean Art Gallery and refer this item to the 2004 Budget
Don Kunkel arrived at 7:14 p.m.
REPORTS OF COMMITTEES AND MATTERS REFERRED
Municipal Planning Commission Meeting Minutes February 4, 2004
That the Municipal Planning Commission Meeting Minutes of February 4, 2004 be
received and filed as presented.
That the Council of the City of Yorkton accept Recommendation No. 04-11 as
contained in the Municipal Planning Commission Minutes of February 4, 2004 that
in the event title to the Yorkton Organic Milling Ltd. is transferred to the
City of Yorkton, and that if the site is tendered for demolition and removal of
the structures, the tender demolition documents will reflect a clause to allow
volunteers arranged by the Municipal Heritage Advisory Sub-Commission to access
the site during the week of demolition from Friday 4:00 p.m. to Sunday 10:00
p.m. to allow for the salvage and removal of facing brick from the milling
Royal Canadian Mounted Police Agriplex Ice Rental Rebate
A letter dated February 10, 2004 from the Yorkton Municipal RCMP regarding
Agriplex Ice Rental Rebate was circulated for the consideration of Council.
That the Council of the City of Yorkton receive and file the letter from the
RCMP dated February 10, 2004 regarding Agriplex Ice Rental Rebate.
Manager of Building Inspections and Property Residential Lot Pricing
A memorandum dated February 11, 2004 from the Manager of Building Inspections
and Property regarding residential Lot Pricing Strategy was circulated for the
consideration of Council.
That the Council of the City of Yorkton adopt the attached pricing strategy
and direct administration to apply same to Riverside Grove and Riverside
Multi-Family residential lots that will be available for sale in the Spring of
Director of Finance Vehicle Use Policy 10.240
A memorandum dated February 20, 2004 from the Director of Finance along with
a revised policy for Vehicle Use and copies of the old policies were circulated
for Councils review.
That the Council of the City of Yorkton adopt the Vehicle Use Policy 10.240
as presented effective March 1, 2004.
GIVING NOTICE OF MOTION
Councillor Goulden Council Youth Advisory Appointment
A Notice of Motion dated February 19, 2004 from Councillor Randy Goulden
regarding the appointment of a Council Youth Advisory Committee was circulated
for the consideration of Council.
That the Council of the City of Yorkton request Administration to prepare the
necessary amendment to Procedure Bylaw No. 45/2003 to provide for the
appointment of individuals who are under 18 years of age; and
That the Council of the City of Yorkton refer the establishment of a Youth
Advisory Committee to the Leisure Services Commission; to encourage input on
items that would include, but not limited to services or programs that would
enhance the quality of life for youth in our community.
That this Meeting move into a Committee of the Whole Council Meeting at 7:48
That we rise and report from the Committee of the Whole Meeting at 9:01 p.m.
City Clerk/Director of Human Resources Fire Fighters Arbitration
That we accept Recommendation No. C00014-2004 as contained in the Committee
of the Whole Council Meeting Minutes of February 23, 2004:
- That the City advise Fire Fighters Local 1527 that we are unable to
accept their proposed reclassification request in exchange for reduced
overtime rates, but that the City has agreed to drop their request for
reduced overtime and promotions from the matters that were scheduled to
proceed to arbitration;
- That the Fire Chief implement the utilization of Temporary Fire Fighters
for sick time and holiday replacements to reduce overtime costs as
expediently as reasonably possible;
- That the Council of the City of Yorkton appoint Mr. Larry LeBlanc as the
Citys nominee to the Temporary Fire Fighter Grievance Arbitration.
Mayor Phil De Vos, Councillors Schmidt and Wyatt opposed.
That this Regular Council Meeting adjourn at 9:02 p.m.
