REGULAR COUNCIL MEETING MINUTES

APRIL 5, 2004

Minutes of a Regular Council Meeting held on Monday, April 5, 2004 in Council Chambers City Hall commencing at 7:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne, Laurie-Anne, Lonnie Kaal, Jeff Humble, Bill Hawkins, Dean Clark, Darcy McLeod, Don Kunkel, Kelly Kaban, Cindy Alcorn and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be approved for this meeting of Council as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt acknowledged the volunteers who put on the track meet this last weekend. It was the biggest indoor track meet in the Province and a great success.

Councillor Schmidt wanted to recognize the Knights of Columbus and the 4th Degree Brother Stanislaus Assembly on their recent event of welcoming Her Honour Lt. Governor Linda Haverstock.

Councillor Arnelien wanted to advise the public of the upcoming Spring Expo starting April 16th through to the 18th, 2004 at the Parkland Agriplex.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Dwight and Tammy Ruf – Daylight Savings Time

A letter received from Dwight and Tammy Ruf regarding daylight savings time was circulated for the consideration of Council.

Mr. Dwight Ruf was present in Council Chambers and spoke to their request.

It was suggested that a letter be sent out to all the Rural Municipalities to the east of Highway No. 35 requesting that they join us to change on May 1, 2004 & 2:00 a.m. to daylight savings time.

The City Manager will have to check The Time Act and to check into legal advice to see if we can pass a Bylaw.

Neal Poersch – Rolling Thunder Cruisers

Yorkton Motorsports Weekend – July 24th and 25th, 2004

A letter received from the Rolling Thunder Cruisers regarding a motorsports weekend in Yorkton was circulated for the consideration of Council.

Mr. Neal Poersch was present in Council Chambers to speak to their request of a car show downtown and a drag race on Highway 16A.

It was suggested that this item be referred to Administration to write a letter to the Department of Highways to indicate any concerns we might have concerning the drag racing, which could be traffic control and noise as Highway No. 16 is near a residential area. These terms would have to be implemented in an agreement with the Rolling Thunder Cruisers. It was also suggested that the Rolling Thunder Cruisers check with the Downtown Business Association and the Western Development Museum to see if there are any other events taking place those days.

There were no petitioners present in Council Chambers to speak for or against amending Yorkton Planning District Development Plan Bylaw No 13/94.

There were no petitioners present in Council Chambers to speak for or against the Discretionary Use Application for a Family Child Care Home at 42 Mossfield Place.

A memorandum dated March 31, 2004 from the Development Officer regarding a Discretionary Use Application for 42 Mossfield Place was circulated for the consideration of Council.

That the Council of the City of Yorkton approve the Discretionary Use Application of Ms. Erica Trotz under the City of Yorkton Zoning Bylaw No. 14/20903, Section 7.3 – Family Child Care Home and Section 9.1.2.-Discretionary Uses: Residential Care Homes provided that all the regulations and licensing requirements are approved by the Province and subject to obtaining a City of Yorkton Business License for 42 Mossfield Place.

Tavern (Nightclub) Permit – 226 Smith Street East

A memorandum received from the Manager of Building Inspections and Property regarding a Tavern (Nightclub) permit for 226 Smith St. East was circulated for the consideration of Council.
