APRIL 19, 2004

 

Minutes of a Regular Council Meeting held on Monday, April 19, 2004 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Lonnie Kaal, Jeff Humble, Darcy McLeod, Don Kunkel, Troy LaFreniere, and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be approved for this Meeting of Council as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden, on behalf of the City Council, wanted to send an appreciation out to the volunteers of the Yorkton Exhibition Association and the Yorkton Lions Club for organizing and hosting the Spring Expo, which took place this last weekend.

Mayor Phil De Vos congratulated the Yorkton Exhibition Association for the recent involvement in the 4-H cattle show, which was part of the Spring Expo. Congratulations to all involved in that event.

ADMINISTRATIVE REPORTS

City Manager – Deputy Mayor Resolution

A memorandum dated April 16, 2004 from the City Manager regarding a resolution to appoint a Deputy Mayor was circulated for the consideration of Council.

That the Council of the City of Yorkton in accordance with Section 5.1 of Procedure Bylaw No. 45/2003, appoint Councillor Bob Maloney as Deputy Mayor for the months of May, June and July, 2004 or until his successor is appointed.

Revenue Sharing

A memorandum dated April 7, 2004 from the City Manager regarding the 2004/2005 Provincial Budget increased revenue sharing to the cities pool was circulated for the consideration of Council.

That the Council of the City of Yorkton endorse the City Managers proposed distribution of Revenue Sharing for the 2003/2004 period, and that the Administrator of the Mayor’s Caucus be advised accordingly.

Daylight Savings Time

A memorandum dated April 15, 2004 from the City Manager along with a letter dated April 13, 2004 from the City Solicitor regarding his opinion on Daylight Savings Time were circulated for the consideration of Council.

Director of Planning and Engineering – R.M. of Orkney No. 244

SW Ό Section 26-25-4-2- Golf Course Subdivision

A memorandum dated April 7, 2004 from the Director of Planning and Engineering regarding the SW Ό Section 26-25-4-2 regarding the expansion of a mini-golf and driving range along with pertinent background information were circulated for the consideration of Council.

That the Council of the City of Yorkton reply to Government Relations and Aboriginal Affairs – Community Planning Branch that the City objects to the subdivision request for the subdivision of SW Ό Section 26-25-4-2 in the R.M. of Orkney No. 244, as it violates the purpose and intent of the Agricultural Zoning District as outlined in the Yorkton Planning District Development Plan No. 13/94 and the Yorkton Planning District Zoning Bylaw No. Z2-94; and that the application will be reconsidered if the Applicant, Sharon Elizabeth Bittner, chooses to expand parcel "C" with the area of proposed parcel "D".

Agricultural Land Rentals for 2004 Crop Year

A memorandum dated April 12, 2004 from the Manager of Building Inspections and Property regarding Agricultural Land Rentals for 2004 was circulated for the consideration of Council.

That the Council of the City of Yorkton maintain the 2004 crop year rate at $24.00 per cultivated acre and $12.00 per hay acre.

City Engineer – Spring Clean Up Week Campaign

A memorandum dated March 31, 2004 from the City Engineer regarding Spring Clean Up Week was circulated for the consideration of Council.

That the Council of the City of Yorkton declare the week of May 3rd to 8th, 2004 as "Spring Clean Up Week" in the City of Yorkton with the residential fees at the Sanitary Landfill, for residents of the City of Yorkton, for cars, half-ton trucks and utility trailers to be waived for this week to encourage participation in helping to keep our community clean.
