REGULAR COUNCIL MEETING MINUTES
MAY 3, 2004
Minutes of a Regular Meeting of Council held on Monday, May 3, 2004 in Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.
Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Darcy McLeod, Jeff Humble, Gord Bulmer, Bill Hawkins, Don Kunkel, S/Sgt. Gourlay, Kelly Kaban and Brian Dudar. Recording: Gloria Signarowski.
A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
Arnelien – Schmidt
That the Regular Council Agenda be approved for this Meeting of Council as presented.
Councillor Maloney advised of the 2nd Annual Bell Walk for Kids held on Sunday, May 2, 2004 at Sacred Heart High School. There was a very good turn out from the community and Sacred Heart High School and the Yorkton Regional High School raised over $12,000 for the Kids Help Phone.
Councillor Schmidt congratulated the Fire Chief Dean Clark on hosting a very successful 54th Annual Fire Chiefs Conference in Yorkton this past weekend.
Councillor Goulden extended appreciation for the work of the volunteers and parents for hosting the 3rd Annual Kalyna Festival of Ukrainian dance with over 400 dancers that took part in the festival. It was an extremely successful event.
Mayor De Vos advised that last week the Lt. Governor was in Yorkton to present awards to Protective Services Members from Yorkton and several areas and want to congratulate those Members of the RCMP The Fire Fighters who received 25 years recognition.
S/Sgt. Gourlay advised the public that they would be seeing RCMP riding bicycles on their shift as a new service the municipal detachment will be providing.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Society for the Involvement of Good Neighbours – Proclamation
Problem Gambling Awareness Week – May 9th to 15th, 2004
A letter dated March 31, 2004 from the Society for the Involvement of Good Neighbours regarding a proclamation was circulated for the consideration of Council.
Mr. Tom Seeley, Executive Director was present in Council Chambers to speak to their request.
Goulden – Arnelien
That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim the week of May 9th to 15th, 2004 as "Problem Gambling Awareness Week" in the City of Yorkton.
Sunrise Health Region – Proclamation
- Speech and Hearing Month – May 2004
A letter dated April 26, 2004 from the Audiologist and Speech-Language Pathologists of the Sunrise Health Region was circulated for the consideration of Council.
Rhonda Schultz, Coralee Schoenrock and Tessa Carriere were present in Council Chambers and Rhonda Schultz spoke to their request.
Schmidt - Arnelien
That the Council of the City of Yorkton authorize Mayor Phil
De Vos to proclaim the month of May 2004 as "Speech and Hearing Month" in the City of Yorkton.
REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED
Leisure Services Commission Meeting Minutes – April 20th, 2004
Arnelien - Hill
That the Leisure Services Commission Meeting Minutes of April 20th, 2004 be received and filed as presented.
City Manager – Yorkton Family Leisure Centre
A memorandum dated April 27, 2004 from the City Manager along with pertinent background information regarding the Yorkton Family Leisure Centre were circulated for the consideration of Council.
The City Manager and the Director of Finance reviewed the documentation provided regarding the Family Leisure Centre.
Schmidt – Wyatt
That the Council of the City of Yorkton increase the funding allocation for the Yorkton Family Leisure Centre to include the Convention Centre upgrade and cost over runs as presented in the memorandum dated April 27, 2004, and authorize the borrowing of approximately $14,382,081 over 16 years.
Councillor Wyatt opposed.
Hill – Schmidt
That this Regular Council Meeting move into a Committee of the Whole Council Meeting at 5:47 p.m.
Wyatt – Schmidt
That we adjourn to rise and report from the Committee of the Whole Council Meeting at 6:36 p.m.

That this Regular Council Meeting adjourn at 6:36 p.m.
