JUNE 14, 2004

 

Minutes of a Regular Meeting of Council held on Monday, June 14, 2004 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Lonnie Kaal, Jeff Humble, Bill Hawkins, Don Kunkel, Darcy McLeod and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be approved for this Meeting of Council as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt acknowledged the Ritchie Hall golf tournament at Deer Park which was a success even though it snowed that day. Also the East Central Health golf tournament held at Good Spirit Golf Course raised over $50,000 for the health district.

Councillor Goulden attended a flag raising ceremony in Regina on behalf of the City of Yorkton. They added 7 new flags to promote tourism in Saskatchewan which are located at the Tourism Information Centre in Regina.

Councillor Schmidt attended the FSIN Circle of Excellence Awards. It was an excellent evening in recognition of the many accomplishments of the First Nations community. Chief Louis Taypotat received a lifetime achievement award.

Councillor Arnelien congratulated the 72 Grads from Sacred Heart High School who graduated two weeks ago, and the 192 Grads from the Yorkton Regional High School that will graduate June 28th, good luck in their future endeavours.

Councillor Hill advised they had a very successful Film Festival. She thanked the Yorkton people for coming out and supporting them and thanked the volunteers for their help.

Councillor Maloney advised that the Crossroads Centre Carnival was rained out and will be planned for another date.

Mayor Phil De Vos advised of the annual close cuts for cancer which raised over $40,000; to date this event has raised over Ό of a million dollars.

Also congratulations to Wayne Henley, the long time manager for the Harvest Hockey Team who was recognized as the Saskatchewan Hockey Association’s “Volunteer of the year”.

Presented a plaque to the city in recognition of an outstanding contribution to tobacco reduction in Saskatchewan from the Minister of Health, Hon. John Nilson and was presented to Councillor Hill and the Protective Services Commission.

Yorkton Terrier Junior Hockey Booster Club Inc.

Rental Payment (Verbal)

Mr. Glen Kozak from the Yorkton Terrier Junior Hockey Booster Club Inc. was present in Council Chambers to make a presentation to Council. He provided the City of Yorkton with a cheque in the amount of $39,561.20 for the final balance of ice rental from a few years ago. He thanked Council for their patience and support.

A letter dated June 4, 2004 from the Chair of the Downtown and West Broadway Steering Group regarding an Urban Design Consultant was circulated for the consideration of Council. Mr. Jason Farrell spoke to Council regarding their request.

That the Council of the City of Yorkton approve the attached plan to develop park amenities within Erichsen Park by the fall of 2004, which includes a pathway, landscape material, an irrigation system, two tables, four benches, and garbage cans to a total sum of $20,000, on the condition that the residents agree to pay for all supplemental material including the planting of all low-lying groundcover (annuals and perennials).

A memorandum dated May 25, 2004 from the Director of Planning and Engineering regarding an application to subdivide to expand the golf course driving range in the R.M. of Orkney No. 244 was circulated for the consideration of Council.

A memorandum dated May 14, 2004 from the Director of Planning and Engineering regarding an amendment to the Waterworks Policy on sewer blockages – tree roots was circulated for the consideration of Council.

Library Renovation Tender Results

A memorandum dated June 1, 2004 from the Director of Leisure Services regarding the Library Renovation Tenders was circulated for the consideration of Council.

That the Council of the City of Yorkton direct Administration to accept Weber Construction’s tender for the library renovations in the amount of $711,000 plus G.S.T. and further that Council establish a budget of $850,000 for the Library Renovation Project.

A memorandum dated June 10, 2004 from the Director of Leisure Services regarding an appointment to the Leisure Services Commission, along with a memorandum from the Chairperson of the Leisure Services Commission regarding a resignation were circulated for the consideration of Council.

Dinner $16.00

Total per day $36.00

and that the amended rates take effect June 15, 2004.

That the Council of the City of Yorkton authorize Administration to proceed with the retroactive pay totaling $151,663.48 as a result of the Fire Fighters Arbitration Award, utilizing funds from the accumulated surplus at the end of the fiscal year; that authorization be given to have the proper signing officers execute the Collective Agreement with Fire Fighters Local 1527 for 2002 to 2004 providing for increases of 4% + 1% effective January 1, 2002, 1% effective July 1, 2002, 4% effective January 1, 2003, 2% effective, January 1, 2004 and 1.5% effective July 1, 2004.
