REGULAR COUNCIL MEETING MINUTES

JULY 12, 2004

 

Minutes of a Regular Meeting of Council held on Monday, July 12, 2004 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Schmidt and Wyatt.

Absent: Councillor Bob Maloney.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Don Kunkel, Darcy McLeod, Bill Hawkins, and Michael Brenholen. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged that Yorkton hosts many events, one of the biggest is the Yorkton Exhibition. She thanked the Exhibition, their staff, volunteers and the Board of Directors for an absolute wonderful Summer Fair.

Councillor Schmidt acknowledged the Yorkton Exhibition parade as it’s always exciting to see all of the floats and all the businesses come forward. It produces excitement in our downtown corridor and is extremely well received by our citizens. Congratulations to Mr. Parade, Stan Stephenson.

Mayor Phil De Vos congratulated Urban County who has officially moved their dealership into our city. He thanked all of the folks who have been bearing with us in the construction at the Agriplex. The Management Board and the staff have done an outstanding job to try and keep things going. The swimming pool will be closing very soon as we start work on the new pool in earnest. This time next year we will all be enjoying it.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Chamber of Commerce – Agricultural Days – July 26 – 30, 2004

A letter dated June 22, 2004 from the Manager of the Yorkton Chamber of Commerce regarding a proclamation and flag raising was circulated for the consideration of Council.

Ms. Donna Brothwell, Manager and Ms. Deb Koch, Vice President of the Chamber of Commerce were present in Council Chambers. Ms. Deb Koch gave a brief presentation.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of July 26th to 30th , 2004 as Agricultural Days in the City of Yorkton and that the flag raising take place on July 26th at the Chamber Office.

Lifesaving Society- Drowning Prevention Week – July 18th to 24th, 2004

A memorandum dated July 5, 2004 from Michael Brenholen, Regional Consultant of the Lifesaving Society, Saskatchewan Branch and a letter dated July 6, 2004 from the Saskatchewan Lifesaving Society regarding a proclamation were circulated for the consideration of Council.

Mr. Michael Brenholen was present in Council Chambers and spoke to their request.

That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim the week of July 18th to 24th, 2004 as "Drowning Prevention Week" in the City of Yorkton and to have a flag raising ceremony on Monday, July 19th, 2004 at 1:00 p.m. at City Hall Park.

Yorkton Curling Co. Ltd.

A letter dated June 29, 2004 from the President of the Yorkton Curling Co. Ltd. regarding renovations to the curling rink was circulated for the consideration of Council.

Ms. Barb Woytas, President of the Yorkton Curling Co. Ltd. was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton accept the proposal as presented from the Yorkton Curling Co. Ltd. of contributing $60,000.00 towards the renovation of the windows, reverse osmosis system and lighting in the curling rink. A payment of $12,000.00 to be made on November 1, 2004, and the remaining $48,000.00 to be paid over six years, and that the Curling Club’s request for one day per year free use of the facility (after the ice is removed from the curling rink to hold a fundraiser), be referred to the Parkland Agriplex Management Board.

A letter dated June 17, 2004 from the SIGN Board Chair regarding a tax exemption was circulated for the consideration of Council.

That the Council of the City of Yorkton in accordance with Section 5.1 of Procedure Bylaw No. 45/2003, appoint Councillor Deb Schmidt as Deputy Mayor for the months of August, September and October, 2004 or until a successor is appointed.

A memorandum dated July 8, 2004 from Councillor Wyatt regarding the purchase of boards for the Flexi Hall was circulated for the consideration of Council.
