SPECIAL COUNCIL MEETING MINUTES
AUGUST 23, 2004
Minutes of a Special Council Meeting held on Monday, August 23, 2004 in
Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney,
Schmidt and Wyatt.
Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Shawna
Kriger-Kemp and Kelly Kaban. Recording: Bonnie Schenher
A quorum being present Mayor Phil De Vos in the Chair called the meeting to
order at 5:00 p.m.
APPROVAL OF AGENDA
That the Council Agenda be approved for this Special Meeting of Council as
HEARING OF PETITIONS, AND PRESENTATIONS
Parkland Regional College – International Literacy Day – Proclamation
– Literacy Awareness Month – September, 2004
A letter dated May 27, 2004 from Carol McCullough, Literarcy Program
Coordinator, was circulated for the information of Council.
Ms. Carol McCullough was present in Council Chambers and gave a brief
presentation respecting Literacy statistics as it relates to Canada and Yorkton
That the Council of the City of Yorkton authorize Mayor Phil
De Vos to proclaim Wednesday, September 8, 2004 as "International
Literacy Day" and the month of September as Literacy Awareness
Month" in the City of Yorkton and to raise the Literacy Flag at City
Hall Park on Wednesday, September 8, 2004 at 10:00 a.m.
Presentations – Smoking Bylaw Amendment
The following petitioners were present in Council and made
presentations in favour of or opposing Bylaw 21/2004 a Bylaw to amend the
provisions of Smoking Bylaw 38/2003 to permit smoking in licensed
establishments, lounges, bars and private clubs, where persons under 19 years of
age are not permitted, shall be exempted from the provisions of this Bylaw until
January 1, 2005.

INTRODUCTION OF BYLAWS
Bylaw No. 21/2004 – Amend Smoking Bylaw No. 38/2003)
Wyatt – Schmidt
That Bylaw No. 21/2004, a Bylaw of the City of Yorkton to amend Smoking Bylaw
No. 38/2003 to exclude lounges, bars and private clubs until January 1, 2005 as
long as underage children are not allowed in/on the premises be introduced and
read a first time this 9th day of August A.D. 2004.
Each Councillor was afforded an opportunity and spoke to Bylaw 21/2004.
Mayor Phil De Vos passed the Chair to Deputy Mayor Schmidt at 6:05 p.m.
Mayor De Vos gave a brief presentation regarding his opinion respecting Bylaw
The Chair reverted back to Mayor De Vos at 6:10 p.m.
Voting on 1st Reading of the Bylaw.
