REGULAR COUNCIL MEETING MINUTES

OCTOBER 18, 2004

 

Minutes of a Regular Council Meeting held on Monday, October 18, 2004 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne, Jeff Humble, Lonnie Kaal, Darcy McLeod, Kelly Kaban, Jillian Savage and S/Sgt. Gourlay. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the Meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden advised this past weekend she attended the Saskatchewan Parks & Recreation Conference at Manitou Beach where they were promoting the fact that Yorkton will be hosting the 2005 Saskatchewan Parks and Recreation Conference in October. One of the entertainment groups the ‘Arrogant Worms’ were in Yorkton on Thursday night and when they saw the Yorkton booth, they said a few times over the p.a. system "Yorkton – Where good things Happen". One of the performers Mike McCormick was wearing a Regional High School orange Cowboy Hat and intends to wear it whenever he performs so we know we are getting the message out about "Yorkton – Where Good Things Happen".

Councillor Schmidt advised she had the pleasure of attending the University of Regina fall convocation ceremonies in Regina and in keeping with the theme of Education Week, would like to congratulate the following local graduates on their accomplishments. Patricia Joan Martin received her Master of Social Work; David McClenaghan received his Bachelor of Administration; Deb Solonenko received her Bachelor of Human Justice; and Linda Bulmer received her Bachelor of Social Work. She also advised that Coats for Kids will be happening once again and would like to send out personal thanks to Ron Skinner Jr. for providing the premises for this year’s project.

Councillor Maloney advised the Yorkton Regional High School Street Festival of Learning will be happening on Wednesday. He had spoken with the principal and the vice-principals who have a great program put together for not only students, and parents but also taxpayers as well to show off what they do at the Regional High School.

That we accept Recommendation No. 04-34 as contained in the Protective Services Commission Meeting Minutes of September 28, 2004 that Council send a letter to the Department of Highways to consider reducing the speed limit from 70 km. per hour to 50 km. per hour until the traffic has past the King Street turnoff and that Staff Sgt. Gourlay work with the Department of Highways in this regard.

Concerns were also expressed regarding turning lanes and the speed of traffic for access into the tourism/Chamber of Commerce building.

That the Council of the City of Yorkton accept Recommendation No. 04-49 as contained in the Municipal Planning Commission Meeting Minutes of October 6, 2004 that the area between Highway #9 North and Dracup, north of Darlington Street be cleaned up in accordance with the report dated September 27, 2004 prepared by the City Engineer.

Bylaw No. 24/2004 – Amend Infill Housing Bylaw No. 13/2004

City Manager – Deputy Mayor Resolution

A memorandum dated October 13, 2004 from the City Manager regarding a Deputy Mayor appointment was circulated for the consideration of Council.

That the Council of the City of Yorkton in accordance with Section 5.1 of Procedure Bylaw No. 45/2003, appoint Councillor Randy Goulden as Deputy Mayor for the months of November and December 2004, and January 2005 or until her successor is appointed.

Visions and Values Project

A memorandum dated October 13, 2004 from the City Clerk/Director of Human Resources and the City Manager regarding the Vision and Values Project was circulated for the consideration of Council.

A memorandum dated October 14, 2004 from the Director of Planning and Engineering regarding a West Truck Route Steering Group was circulated for the consideration of Council.

That we accept Recommendation No. C00084-2004 as contained in the Committee of the Whole Council Meeting Minutes of October 18, 2004 that City Council support in principle a financing contribution to the proposed Housing Project, for 162 Dunlop Street West, to allow for ten to fifteen affordable independent-living units out of a fifty-five to seventy unit project, subject to grant approval under the Centenary Affordable Housing Program, and that Administration be directed to negotiate the terms of this contribution with Mr. Fall and Saskatchewan Housing Corporation.
