REGULAR COUNCIL MEETING MINUTES

NOVEMBER 1, 2004

 

Minutes of a Regular Council Meeting held on Monday, November 1, 2004 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors, Arnelien, Goulden, Hill, Maloney and Wyatt.

Absent: Councillor Deb Schmidt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jeff Humble, Don Kunkel, Darcy McLeod, Ross Young, Jillian Savage, S/Sgt. Gourlay and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the Meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney advised he will be hosting the Jingle Bell Run and Walk for Arthritis on Sunday, November 14, 2004 commencing at 1:00 p.m. from the Travelodge. He encouraged anyone to join them and raise funds for arthritis.

Councillor Arnelien congratulated the Health Foundation on the Gala Night held on Friday, October 22, 2004. Proceeds are going to purchasing a new ct scan for Yorkton and area.

Councillor Goulden advised that residents and employees of the City of Yorkton, Central Mortgage and Housing and Sask Housing

spent the weekend discussing future planning for the downtown and thanked all who participated.

Mayor Phil De Vos attended the OSAC showcase, Organization for Saskatchewan Arts and Cultural. Mrs. Colleen Bailey who started OSAC in our City and Province received a lifetime achievement award and was made a life member. Congratulations to Mrs. Bailey.

The Royal Canadian Legion – Proclamation – Veterans Week

November 5-11, 2004

A letter dated October 1, 2004 from the Royal Canadian Legion requesting a proclamation was circulated for the consideration of Council.

Ms. Linda McCulough and Mr. Terry Fagrie were present in Council Chambers and Ms. McCulough spoke to their request.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim the week of November 5 – 11, 2004 as "Veteran’s Week" in the City of Yorkton and to raise their flag on Friday, November 5th, 2004 at City Hall Park at 10:00 a.m.

Canadian Institute of Planners (APCPS) – Proclamation

World Town Planning Day – November 8th, 2004

A letter dated October 26, 2004 from the President of the Association of Professional Community Planners of Saskatchewan regarding a proclamation was circulated for the consideration of Council.

Mr. Jeff Humble, Director of Planning and Engineering spoke on behalf of the Association of Professional Community Planners of Saskatchewan.

That the Council of the City of Yorkton authorize Mayor De Vos to proclaim November 8th, 2004 as "World Town Planning Day" in the City of Yorkton.

Sunrise Health Region – Project Updates (verbal)

Mr. Joe Laxdal and Mr. Joe Kirwan from the Health Foundation of East Central Saskatchewan were present in Council Chambers to give an update on the highlights of the contributions towards the Health Foundation and an update on the new multi-purpose Healthcare Facility.

Highways and Transportation – Highway No. 9 Speed Zone and Turning Lanes

A letter dated October 22, 2004 from the Operations and Planning Engineer, Theresa Finn of Highways and Transportation regarding Highway No. 9 speed zone and turning lanes was circulated for the consideration of Council.

It was noted by the Director of Planning and Engineering that a speed study has been completed and that Highways and Transportation will be providing a report in the near future.

A memorandum dated October 27, 2004 from the Director of Finance, along with a list of Land in Arrears were circulated for the consideration of Council.

That the Council of the City of Yorkton accept the attached property list of tax arrears under Section 3 of The Tax Enforcement Act, after which the Treasurer will proceed with enforcement as outlined in the legislation.

City Clerk/Director of Human Resources – 2005 Council Meeting Dates

A memorandum dated October 26, 2004 from the City Clerk/Director of Human Resources along with a calendar for 2005 were circulated for the consideration of Council.

That we accept Recommendation No. C00079-2004 as contained in the Committee of the Whole Council Meeting Minutes of November 1, 2004 that the Council of the City of Yorkton authorize the Human Resource Department to proceed to advertise for one RCMP Steno Clerk position on a one-year contract term commencing January 1, 2005, and that sufficient resources be allocated to the 2005 budget figures to accommodate this position.
