REGULAR COUNCIL MEETING MINUTES

NOVEMBER 15, 2004

 

Minutes of a Regular Council Meeting held on Monday, November 15, 2004 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, and Jillian Savage. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos called the meeting to order at 5:00 p.m.

That an item "Drug Awareness Week", Proclamation be added to the Regular Council Agenda under Hearing of Petitions, Public Notices & Presentations.

That the Regular Council Agenda for this Meeting of Council be approved as amended.

PUBLIC ACKNOWLEGEMENTS

Councillor Maloney acknowledged the Saskatchewan Institute of Agrologists who hosted an Einstein Challenge to encourage children in this field. He also hosted the Jingle Bell Run for arthritis this past weekend, and noted they anticipate raising $8,000 in Yorkton and $100,000 across the Province.

Councillor Hill attended a Ukrainian Canadian Congress meeting in Yorkton where several people were honoured in and outside our community as Nation Builders of Ukrainian decent.

Councillor Arnelien advised the Santa Claus Parade will be held on November 27, 2004 at 5:00 p.m. He encouraged the community to submit their floats and for further information they could call Stan Stephenson or Kathy Hilworth.

Councillor Schmidt congratulated the volunteers who organized the Remembrance Day ceremony at the Yorkton Regional High School. It was well represented by all forces. Coats for Kids is underway and the collection places are the T.D. Bank, Magic Mirrors and Royal Ford.

Councillor Goulden acknowledged the staff and volunteers of the Yorkton Exhibition who hosted The Harvest Showdown. The Trade show was held in the Flexi Hall and good things were mentioned about the Rodeo and 4-H shows.

Mayor Phil De Vos congratulated Wayne Mitchell of Keys Tai Kwon Do who organized the 6th Annual Tournament this weekend with 200 competitors not only from Alberta, Manitoba and Saskatchewan but also from the U.S.A.

On behalf of Council he congratulated Reeve Barclay Westerhaug in the R.M. of Orkney and Reeve Gary Liebrecht in the R.M. of Wallace for winning the recent election.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Women in Need Inc. – Proclamation –

Battered Women’s Awareness Week – December 3rd to 10th, 2004

A letter dated October 25, 2004 from Yorkton Women In Need (Shelwin House) regarding a proclamation was circulated for the consideration of Council. Ms. Michelle Goulden, Outreach Worker, was present in Council Chambers to speak to their request.

Public Notice – (Bylaw No. 25/2004) Amend Zoning Bylaw No. 14/2003- 395 Riverview Road

There were no petitioners present in Council Chambers to speak for or against amending Zoning Bylaw No. 14/2003 (395 Riverview Road), which would allow for the conversion of the current vacant building into a main floor commercial apartment with the commercial use intended for a financial securities office.

Alcohol & Drug Services – Proclamation –

Drug Awareness Week – November 15th to 20th, 2004.

A verbal request from the Alcohol & Drug Services regarding a proclamation was presented by Mr. Andrew Sedley.

That the Council of the City of Yorkton authorize Mayor Phil De Vos to proclaim the week of November 15th to 20th, 2004 as "Drug Awareness Week" in the City of Yorkton and also to raise their flag at City Hall Park on Tuesday, November 16th, 2004 at 10:00 a.m.

Personnel Committee – Travel and Training –

Members of Council Policy 10.175

A memorandum dated November 2, 2004 from the Personnel Committee regarding a new policy and a policy amendment were circulated for the consideration of Council.

That an addition to the Travel and Training – Members of Council Policy No. 10.175 be added as follows:

"That each Member of Council is responsible to submit an executive summary to be provided to the City Manager and circulated for Council’s information".

That Administration provide for a budget allocation of $15,000, beginning with the 2005 Budget Year and that Travel and Training – Members of Council Policy No. 10.175, be approved as amended and that Policy No. 10.170 be amended by deleting 2.3 – Expenses and 2.4 – Approval of Expenses and renaming the Policy to state Remuneration – Members of Council.

Mayor Phil De Vos opposed.

CITY MANAGER – Infra Guide

A memorandum dated November 10, 2004 from the City Manager regarding a project of FCM and the National Research Council and Infrastructure Canada, along with pertinent background information on this project were circulated for the consideration of Council.

That the Council of the City of Yorkton show their support for the Project of FCM and the National Research Council and Infrastructure Canada as follows:

WHEREAS, the City of Yorkton spends significant dollars annually on the maintenance, rehabilitation and reconstruction of its water, storm, wastewater and roadway infrastructure and;

WHEREAS the National Guide to Sustainable Municipal Infrastructure (InfraGuide) gathers and documents best practices that reflect proven approaches to build, operate and maintain sustainable infrastructure and;

WHEREAS the Federation of Canadian Municipalities has partnered with the National Research Council of Canada to develop InfraGuide with support from Infrastructure Canada and;

WHEREAS application of such best practices will assist communities across Canada to get the maximum return on every dollar invested in infrastructure while being mindful of the social and environmental implications of their decisions; and

WHEREAS the City of Yorkton strives to be a leader in ensuring the quality of life of its citizens through appropriate short and long-term sustainable infrastructure investment decisions;

THEREFORE BE IT RESOLVED THAT the City of Yorkton is committed to the adoption and use of the appropriate best practices developed by InfraGuide and;

BE IT FURTHER RESOLVED THAT the City of Yorkton requests that the Saskatchewan Urban Municipalities Association and the Federation of Canadian Municipalities share this motion with their members and with the Federal and Provincial Governments to encourage ongoing commitment and support for InfraGuide.
